Municipal Consent Requirements (MCR) - advanced notice required - use of the public right-of-way - utilities - construction

All installations within City streets require consent (given through a permit) from the General Manager of Transportation Services. The Municipal Consent Requirements (MCR) sets out the process and requirements by which parties can seek these permits. The MCR process is most heavily used by the various utility companies who wish to install their infrastructure within the public right-of-way. The objective of the MCR is to provide for the efficient review of applications to make installations within the City of Toronto streets and to ensure that the City receives the information necessary for it to effectively fulfill its responsibilities as "custodian of the streets".

Notification
For all non-emergency work, written notification stating the type and location of the proposed installation, duration of construction and phone number of the utility company undertaking the work shall be delivered to all residences and businesses abutting the work zone a minimum of 48 hours prior to commencement of work.
When the duration of the project is expected to be greater than seven calendar days, or if access to residences and businesses will be restricted in any way, the Applicant shall notify the local councillor and, where applicable, the Business Improvement Area (BIA) office at least 10 business days prior to commencement of construction. A copy of this notification shall be forwarded to the permit office.
