New water service - sewer service - installation - disconnection - re-use - on City property

The following information applies to:

  • the installation of the new water and sewer service connections/disconnections on City property
  • owner initiated requests for service upgrade for existing service connections on City property (replacement) including properties with existing double or "Y" connections, where property owner would like to upgrade to a single connection. This will be subject to associated fees.

The City does NOT replace water and/or sewer service connections on the private property. This is the homeowner's responsibility. We do not make recommendations for contractors.

If you are changing your water service on the private side from a half inch service to a 3/4 inch service it is recommended that you change the City side to match. Replacing both will provide you with the most benefit in terms of pressure and flow.

You must apply and pay for a new water service (on City property) installation or disconnection in-person at the Toronto Water Desk.

Documents required at time of Single Family Dwelling application:

  • Completed Municipal Services Application (not available online, must be obtained from the Water counter)
  • Authorization letter from the owner granting permission to an agent to apply on the owner's behalf
  • For construction of new / infill single family dwellings one copy of Lot Grading Plan approved by Toronto Building indicating the location of the proposed sewer and water service connections. The Plan shall clearly identify the elevation of the proposed underside of footing and driveway slope (plans must be printed out, no CD's).

Single family residential water & sewer service connection installations:

  • New water service connections are required for all new single family dwellings
  • New sewer service connections are required when more than 50% of the ground floor level has been demolished

Fees (there is no HST charged and are non-refundable):

Criteria for approval to reuse existing Single Family Dwelling service connections:

The property owner must apply and pay for new service connections if the existing service connections do not meet this criteria.

For Sewer Re-use:

  • The connection must meet current City standards and specifications (ie: material shall be PVC or better)
  • The connection must not be a double connection
  • The connection must not have a record of history of sewer back-ups with respect to properties serviced by that sewer connection
  • The connection is free of structural and operational defects

For Water Re-use:

  • The connection must meet current City standards and specifications
  • The connection must not be a double connection
  • The connection must have properly functioning curb stops and valves and no record of low pressure

Method of Payment:
Payable by debit card, certified cheque, bank draft or money order made payable to Treasurer, City of Toronto. Credit cards accepted are Visa, MasterCard and American Express. The cardholder must be present.

Single Family Residential wait time for installation:
Installation will occur within 8-12 weeks of receiving payment. Applicants must contact their assigned City Contractor to schedule and confirm the location of their water and sewer service connections. Applicants will be provided with their contractor's contact information at the time of application and payment.


Industrial, commercial, institutional (ICI) or multi-unit residential:

Commercial, institutional, industrial and multi-unit residential water and sewer service connections are sized according to the intended use as defined by the approved application. Applications for new water and sewer service or disconnection of sewer service must be made in-person at the Toronto Water Desk.

Fees:
Costs will be determined based upon each application through a tendering process issued by the City to a roster of contractors. These costs will be communicated to the applicant within approximately 6-8 weeks of application. The applicant is required to pay all fees in advance of construction.

ICI Wait time for installation:
The installation date is coordinated with the applicant after the City has established the fee for the work and the applicant has paid for the service installation. The City and the contractor will arrange for a preconstruction inspection and site meeting with the applicant to finalize the line and grade.

Documents required at time of ICI application:

  • Completed Municipal Services Application
  • Authorization letter from the owner granting permission to an agent to apply on the owner's behalf
  • Development Approved Site Service Plan showing the location of required site services and invert elevations at the property line. Fifteen copies will be required after preliminary review by Toronto Water.

Method of Payment:
Payable by debit card, certified cheque, bank draft or money order made payable to Treasurer, City of Toronto. Credit cards accepted are Visa, MasterCard and American Express

Can I apply to have the old water service (city portion) in my home replaced even though it is not lead and meets flow requirements because I want to upgrade the value of my home for re-sale?
Yes, you can apply and pay for a new water service installation (not a replacement) by visiting the Toronto Water desk.
