New water service - sewer service - installation - disconnection - re-use - on City property

The following information applies to:

  • the installation of the new water and sewer service connections/disconnections on City property subject to associated fees
  • owner initiated requests to service upgrade for existing service connections on City property (replacement) including properties with existing double or "Y" connections, where property owner would like to upgrade to a single connection. This will be subject to associated fees.

The City does NOT replace or install water and/or sewer service connections on private property. This is the homeowner's responsibility. We do not refer property owners to contractors for work on private property.

If you are changing your water service on the private side from a half inch service to a 3/4 inch (19mm) diameter water service it is recommended that you change the City side to match. Replacing both will provide you with the most benefit in terms of pressure and flow.

Can I apply to have the old water service (City portion) to my home replaced even though it is not lead and meets flow requirements because I want to upgrade the value of my home for re-sale?
Yes, you can apply and pay for a new water service installation (not a replacement) by visiting the Toronto Water Desk.

Applications for Municipal Services

All applicants must apply and pay for new water and sewer service connection installations and existing service disconnects in-person at the Toronto Water Desk. Applications are only available at the Toronto Water desk, online applications are not available at this time.

Documents required at the time of Residential Single Family Dwelling service application:

  • Completed Municipal Services Application
  • Authorization letter from the owner granting permission to an agent to apply for services -on the owner's behalf and making the owner responsible for all fees associated with the services provided
  • For construction of new / infill single family dwellings one hard copy of the Lot Grading Site Plan approved by Toronto Building indicating the location of the proposed water and sewer service connections. The Plan shall clearly identify the elevation of the proposed underside of footing and driveway slope.

Requirements for Residential Single Family Dwelling water & sewer service connection installations:

  • New water service connections are required for all new single family dwellings
  • New sewer service connections are required when more than 50% of the ground floor level of the existing building has been demolished or where the building is new
  • Reuse of existing water and sewer service connections is permitted subject to city approval. See below. Criteria for approval.

Residential, Single Family Dwelling Service Connections - Fees, Sizes and Types :

Fees ( HST exempt non-refundable)

Criteria for approval to reuse existing Single Family Dwelling service connections: Reuse is only available for new house construction

Reuse of existing service connections is subject to City inspection and approval. A non-refundable fee applies. If the existing service connections do not meet the reuse criteria the property owner must apply and pay for new service connections

Criteria for Sewer Connection Re-use:

  • The connection must meet current City standards and specifications (ie: material shall be PVC or better)
  • The connection must not be a double connection
  • The connection must not have a record of history of sewer back-ups with respect to properties serviced by that sewer connection
  • The connection is free of structural and operational defects

There is an Inspection fee for the re-use of residential sanitary sewer service connection up to 150 mm per service to be reused. The fee is based on contracted rate for a CCTV inspection of the connection plus staff time to carry out a maintenance history search and review of CCTV report.

Criteria For Water Connection Re-use:

  • The connection must meet current City standards and specifications
  • The connection must not be a double connection
  • The connection must have properly functioning curb stops and valves and no record of low pressure
  • The Water service connection reuse fee is based on the cost to conduct a site inspection to operate the curb box and a search of historical maintenance records.

Method of Payment:
Payments can be made by:

  • Certified Cheque (made payable to " Treasurer, City of Toronto")
  • Bank draft or money order (made payable to "Treasurer, City of Toronto")
  • Credit Cards accepted: American Express, Visa and MasterCard. The cardholder must be present.
  • Debit Card

Note: Payment will only be accepted in the name of one "Payor" usually the property owner. ( i.e. Payments made by or in the name of more than one individual or company per application will not be accepted )

Residential, Single Family Dwellings- wait time for service installations:
Installation will occur within 12 weeks of receiving payment. Applicants must contact their assigned City Contractor to schedule and confirm the location of the water and sewer service connections. Applicants will be provided with the contractor's contact information at the time of application and payment.

Larger than 1 Inch Service:
Homeowner would have to follow the ICI process below.


Industrial, commercial, institutional (ICI) or multi-unit residential site servicing applications: Fees, sizes and types

Commercial, institutional, industrial and multi-unit residential water and sewer service connections are sized according to the intended use as defined by the approved application. Staff will conduct a preliminary review of the Site Servicing Plan and then communicate with and guide the applicant through the application process.

Documents required at the time of ICI or multi-unit residential application:

  • Completed Municipal Services Application
  • Authorization letter from the property owner granting permission to an agent to apply on the owner's behalf and making the owner responsible for all fees associated with the services provided
  • Development Approved Site Service Plan showing the location and size of required site services and invert elevations at the property line. Fifteen copies of the approved Site Servicing Plan will be required after the preliminary review by Toronto Water.

Fees:
Costs will be determined based upon the scope of work for each application through a tendering process issued by the City to a roster of contractors. These costs will be communicated to the applicant within approximately 6-8 weeks of application. The applicant is required to pay all fees in advance of construction.

ICI Wait time for installation:
The installation date is coordinated with the applicant after the City has established the fee for the work and the applicant has paid for the service installation. The City and the contractor will arrange for a preconstruction inspection and site meeting with the applicant to finalize the line and grade of the services to be installed.

Once the new water service has been installed a water turn on must be requested: Residential or Commercial - water service - turn-on - turn-off - billing - disputes
