Guidelines for processing complaints |

The Municipal Licensing and Standards Division enforces a variety of municipal by-laws that help keep residential and commercial properties across the City clean and safe. Some of these issues include: adequate heat, water, lighting, general maintenance of rental units and common areas of buildings, fences, long grass and weeds, graffiti, debris, abandoned appliances, noise and signs.
If you have a maintenance concern in your apartment building you should follow the steps noted below BEFORE contacting the Municipal Licensing and Standards office;
- Speak to and write to the property owner / manager of your building about your concerns (put your concerns in writing and keep a copy).
- If after a reasonable period of time the repairs are still not done, you may contact your local ML&S district office:

- If the repairs done by the property owner / manager are not done properly or in a workmanlike way, you may also contact your local ML&S district office for assistance.
- When you call the ML&S office, staff will discuss the matter with you and may arrange for an inspection. A ML&S officer will come to inspect the property. A 'Notice of Violation' or 'Order to Comply' may be issued to the property owner if they have made no or improper repairs.
- If your request is an emergency or of an urgent nature, contact your property owner / manager for immediate attention to the problem. If the problem is not addressed, contact ML&S staff who may then issue an 'Order to Comply'.
