The Toronto Playgrounds Association was formed in 1908 by child advocates J.J. Kelso, C.A.B. Brown and James L. Hughes of the Board of Education, and Florence Huestis of the Local Council of Women.

The TPA ran a model playground at the Canadian National Exhibition (1908), provided apparatus and staff at City-owned sites (St. Andrew's Playground, 1909; McCormick Recreation Centre, 1911), and acquired and operated the Osler Playground (1910).
