The City of Toronto Economic Development Division and the Toronto Association of Business Improvement Areas (TABIA) are pleased to present a revised, online version of the Toronto BIA Operating Handbook. We anticipate that the information in this handbook will be valuable and relevant to your current operations.
The BIA Operating Handbook was designed with the user in mind. As much of the information must frequently be updated, we decided to publish the handbook exclusively online; a print version is no longer available. A Web-based handbook means we can provide updates in a more timely fashion as new information becomes available. In addition, the content has been organized into sections for easy identification, and contact information has been added where possible - to help you get answers or find further information. Samples of documents and forms have also been included to assist you with your BIA operations.
This update has been carried out primarily to incorporate changes flowing from the City of Toronto Act 2007, which replaces the Provincial Municipal Act as the governing legislation for Toronto's BIAs. Further details of these changes are reflected in changes to Chapter 19 of the Toronto Municipal Code, which is included.
Thank you to the BIA members and coordinators who provided samples, shared information, and offered suggestions regarding materials to be included in this handbook. We invite you to provide us with any feedback that you may have. And we encourage you to consult the handbook on a regular basis.
