* * Toronto * First balanced budget since amalgamation protects services and invests in priorities

This year, for the first time since amalgamation, the City of Toronto's staff recommended operating budget was introduced as balanced. The budget was introduced at a meeting of the City of Toronto Budget Committee on January 28, 2008. The 2008 recommended Operating Budget protects existing services and contains important new investments in the City's highest priorities.


    "This is a tremendous achievement for the City," said Toronto Mayor David Miller. "Building a City that is liveable and provides prosperity and opportunity for everyone is the most important role of local government. This budget allows us to start to make the kinds of investments Torontonians want and deserve. As a government, we have made difficult decisions over the past several months and are now starting to turn the corner," said Mayor Miller.

2008 Operating Budget
The 2008 Operating Budget was approved by City Council on March 31, 2008. The Operating Budget protects existing services and contains important new investments in the City's highest priorities.

2008 Capital Budget
The 2008 Capital Budget and Four-Year Capital Plan (2009-2012) was approved by City Council on December 11, 2007. The Capital Budget supports the investment and re-investment in the City's infrastructure - our roads and bridges, public squares, libraries, parks, community centres and transit.

2008 Financial Planning Process
At its meeting on July 10, 2007, the City's Budget Committee approved a 2008 financial planning process that enhances accountability, effectiveness and efficiency of City service delivery.

With a new focus on service level planning, the proposed process is intended to deliver the right services in the most cost effective way.

In response to Council's request for an update on piloting of the Service Planning Process in 2008 the City Manager and the Deputy City Manager and Chief Financial Officer provided an interim status report to the January 8, 2008 Executive Committee meeting.
