2010 Operating Budget
Parks, recreation, roads, bridges, libraries, emergency services, transit, long-term care
homes, public health, planning, building, and licensing and enforcement of municipal
laws are just some of the more than 40 major services your City government delivers
every day – some 24 hours a day, 7 days a week. It is the role of local government to
provide municipal services and to build a liveable, prosperous city that provides
opportunity for everyone.
The City’s budget establishes the revenues and expenses for the delivery of all of the
City’s services. Unlike the provincial and federal government, the City cannot run a deficit
(spend more than it gets in revenues) to pay the costs of its operating budget programs.
How City Council manages the City’s budget directly affects the quality of life for every
resident and the success of every business in our city. The budget process determines
what services and service levels City Council can afford to offer residents. The City of
Toronto is now considering the 2010 Operating Budget. To do this, the City needs the
support and input of business and residents.
City staff will present the City’s recommended 2010 Operating Budget on February 16,
2010. After the budget is presented, meetings take place where the budget is considered
and public opinion is considered before it is finalized. Information about the City’s

If you would like to make your views regarding the 2010 Operating Budget known to the
Budget Committee or your Councillor, you are invited to participate in the discussion
through one of the following methods:
1. Make a public presentation at one of the two Budget Committee meetings being
held for public deputations.

Toronto City Council will consider the final 2010 Operating Budget at a Council meeting scheduled for April 15 and 16, 2010.

Capital Budget Ads
Participate in the City’s 2010 Capital Budget Process

The City of Toronto will be considering the 2010 Capital Budget and 2011 to 2019 Capital Plan.
The City of Toronto has both a Capital and Operating budget. The 10-Year Capital Plan determines the capital projects the City will undertake to maintain and/or improve City assets such as roads, bridges, transit, community centres, libraries and more – all of which support the provision of City services. The Capital Budget is funded primarily through debt financing, development fees and charges, and through property taxes. The Capital Budget is also funded through partnerships with the provincial and federal governments. The current 10-Year Capital Budget and Plan, passed by Toronto City Council in December 2008, is $25.9 billion and will create or protect approximately 300,000 jobs.
City staff will present the recommended 2010 Capital Budget on November 3. Information about the City’s Capital Budget will be available at www.toronto/budget2010 after 3 p.m. on November 3.
There are several ways to have your opinion on the 2010 Capital Budget considered:
- Make a public presentation to the Budget Committee at its Capital Budget Hearing.
