A: No. Toronto Building’s policy letters are not intended to comment on the legislative authority granted to architects and professional engineers. These letters are intended to advise property owners / permit holders of the limited service level that is being provided by Toronto Building during the course of the strike and the related ramifications. Q: In its June 22 and June 30 policy letters, is Toronto Building indicating that professional engineers, architects and/or registered designers qualified for the particular building type pursuant to the provisions of the Ontario Building Code are acting and exercising authority on behalf of City of Toronto building inspectors?
A: No. The policy letters address the manner in which Toronto Building will, once normal City services resume, satisfy itself that any construction and/or occupancy that proceeded during the course of the strike complies with the provisions of the Ontario Building Code and all other applicable law. This determination will be made on the basis of attendances at the properties by City building inspectors, the review of any documentation submitted by the property owner / permit holder prepared by professional engineers, architects, or registered designers qualified for the particular building type pursuant to the provisions of the Ontario Building Code as described in the policy letters, and any other measures Toronto Building should deem necessary as authorized pursuant to the provisions of the Building Code Act.
