Standards, Policies & Quality Assurance (SPQA) is a unit of District Engineering Services section in the City of Toronto’s Technical Services Division.
The unit provides engineering and technical support services within Technical Services and other City divisions. One of its main functions is the maintenance and development of the design and construction standards for the City’s linear infrastructures.
