The City, in cooperation with our community partners is committed to a system of services and supports that helps Toronto families meet the early learning and care needs of their children.
As the Ministry of Education phases in the Early Learning Program (ELP) our priority is to maintain stability and service quality in Toronto's child care system.

Update - January 21, 2011
As a follow-up to the preliminary assessment completed last year, a short survey, has been developed to help the City determine where strategic capital investment should take place. It will also help to calculate what transitional resources will be required as we transition to full-day kindergarten.
Consultants will visit designated child care centres (i.e. those most likely to be impacted) to speak to operators about their plans. This phased approach means that although you may not be contacted at the outset, you will eventually be contacted by your consultant.
You may want to review the survey prior to meeting with your consultant. These questions may also be useful in guiding your own discussions on the impact of full-day kindergarten.

We value your input, feedback and assistance as we embark on this transition and will continue to work with you to maintain stability and service quality in the child care system.
If you have comments or questions about how the ELP will affect your child care centre, please contact your Children’s Services Consultant.
