The mandate of the Bellamy Recommendations Steering Committee is to recommend policies on ethics and integrity affecting the privilege of Members of Council including, but not limited to the Members Code of Conduct (including the complaint protocol), the proposed lobbying control framework, and the duties and functions of the Integrity Commissioner insofar as they apply to Members of Council.

Composition
No fewer than three and no more than five members appointed by City Council on the recommendation of the Striking Committee; one of whom shall be the Mayor or the Mayor's designate and who shall serve as chair.
