The Advisory Committee on Homeless and Socially Isolated Persons was established in 1996 to advise senior staff in Community and Neighbourhood Services to identify issues facing homeless and socially isolated persons and to promote long-term solutions. By bringing key community partners and other stakeholders together to review service accessibility and improve collaboration between the City and community, the role of the Advisory Committee continues to be critical in the development of long-term preventative solutions to homelessness.

Purpose:
The Advisory Committee will advise on policies, programs, strategies and actions that will demonstrably improve the well-being of persons who are homeless or at serious risk of becoming homeless in the City of Toronto. Over the current term of Council the focus will be on:

  • reviewing the efficiency and accessibility of existing and planned programs and services;
  • improving collaboration amongst stakeholder groups (outreach, substance abuse, mental health, seniors, youth, hostels, shelters, drop-ins, community health services, criminal justice, police, tenants and homeless persons, income adequacy groups, faith communities, etc.);
  • promoting long-term, prevention-oriented solutions; and
  • promoting effective relationships between the City and community.

The Advisory Committee will report to Community Services Committee and provide advice to the Board of Health, the Police Services Board, and other relevant committees as required.

Members:
The Advisory Committee will be composed of up to 25 members, including up to two members of Council. The remaining members will be representatives of community agencies, service providers, housing providers, shelters, drop-ins, hostels and hostel associations, community health centres, street outreach, child welfare agencies, tenant advocacy organizations (including social housing tenant groups), poverty alleviation groups, volunteer organizations, faith groups, the mental health, health, and criminal justice sectors, legal and civil rights (including human rights) organizations, youth services, senior services, and persons with direct experience of homelessness. One of these representatives will also be designated to serve as Co-Chair. The membership should reflect the diversity of Toronto's population, particularly those who are or have been marginalized.

Term:
The Advisory Committee will be established for the 2003-2006 term of Council and will review its role, objectives, and work plan at the end of the 2003-2006 Council term.

The Advisory Committee will meet monthly, or at the call of the Co-Chairs. All Advisory Committee meetings are open to the public.
