Profile
Shelley Carroll is the City Councillor for Ward 33 - Don Valley East. First elected in 2003, she quickly established herself as one of Toronto City Council's brightest newcomers. She is Toronto's Budget Chief, managing the City's $7.6 billion budget, and is a member of the new Executive Committee.

In her first term, Shelley worked as a member of the Budget Committee to make City Hall more efficient, finding over $200 million in savings while protecting our essential services. She served as Chair of the powerful Works Committee, which deals with Toronto's most pressing issues like garbage, recycling, water, sewers, and roads.

Shelley has also proven herself as a strong advocate for our community. She quickly established a Ward Advisory Council - a diverse group of community members who advise her on issues of local and city-wide importance. With the construction of the Sheppard Subway, Ward 33 has been under tremendous development pressure. In response, Shelley has worked with her community to develop understand and control development applications, fighting at the OMB, and negotiating record-breaking community benefits, including a new $20 million community centre at Parkway Forest.

On August 19, 2005 a terrible rainstorm flooded homes, parks, and streets in North York. Thousands of homes were damaged by floodwaters and sewage as the storm overwhelmed the sewer network. Ward 33 was one of the hardest hit, and Shelley was quick to act. Her leadership helped to establish the $4 million City Flood Grant Program which will provide much-needed relief to residents hit hardest by the flooding.

As Chair of the Works Committee, Shelley worked to implement the Green Bin Program city-wide, and led the way to fulfilling Council's waste diversion goals. She is committed to creating an environmentally sustainable City, and has been working to find a made-in-Ontario solution for Toronto's trash, ending the flow of trucks to Michigan.

Shelley is committed to creating a more inclusive and equitable city - one that is economically sustainable, and environmentally friendly. As the city's Youth Advocate, Shelley has been a key contributor and steward of the Toronto Youth Strategy.

Shelley Carroll has been a Don Valley East resident since 1967, where she lives with her husband Sandy, and their two daughters. Shelley has been involved in her community for many years before becoming an official public servant, working with parents and teachers on the North York Parent Assembly and fighting the Harris government for a better education system. In 2000, Shelley was elected School Trustee for the TDSB. In her final year at the Board, she was chosen by her peers to be the School Board Co-Chair. She was first elected as City Councillor in 2003.
