People conducting a wide variety of businesses within Toronto must obtain a licence from the City's Municipal Licensing and Standards Division (ML&S). If ML&S has refused to issue a licence or to renew a licence, the decision can be referred to the Toronto Licencing Tribunal for review. Staff from Toronto Court Services provide administrative support to the Tribunal.
