The goal of the Transportation Services division is to keep the roads in a state of good repair at a minimal cost to the taxpayer.
This cost-effective way of maintaining the roads is called “life-cycle costing.” It means fixing the roads as necessary to avoid costly maintenance in the future and, in essence, postponing the date when an old road would have to be completely reconstructed.
A large-scale State of Good Repair (SOGR) inventory of Toronto's bike lanes was undertaken by City Staff from the Cycling Infrastructure and Programs Unit in December 2009. Staff inspected on-street bike lanes to identify repairs in different parts of the City.
Deficiencies were identified in three broad categories; Road surface condition, Pavement markings and Missing signage. All of this information was compiled into a comprehensive database detailing where and what type of maintenance is required, so that work may be undertaken on an ongoing basis.
SOGR Work Scheduled for 2011/2012
The following bike lanes will be repaired during 2011 and 2012 as part of Transportation Services Capital Programming. Specific timing will be determined by the schedule of the individual projects.

Repairing Pavement Markings
Pavement markings were reinstalled for several bike lanes which were missing. Some bike lane locations are also scheduled to be repainted by summer 2011.

Identifying the Deficiencies
- During this inspection process, how were the bikeways evaluated? Transportation Services Division staff inspected all existing bicycle lanes (118 kilometres of roadway) in the City during the first week of December 2009 to identify the need for repairs.
- All of this information was compiled into a comprehensive database detailing where and what type of maintenance is required.
Addressing Specific Deficiencies

Emergency repair
For example, potholes on bicycle lanes, which were noted during the inspections were reported immediately through the City 3-1-1 system for repair.

Moving forward
Implementation of the state of good repair maintenance started in spring 2010, and will continue throughout 2010. Some repair work is also scheduled for 2011.

Repairing road surface condition
Surface conditions have been identified as priority one, two, or three; where priority one denotes the surface condition which requires immediate repair and priority three requires minor/less urgent type of repair.
Transportation Services Division staff reviewed prioritized locations based on Division’s Capital Works Program (CWP) for 2011-2012, works planned by utility companies in 2011-2012 – which are also coordinated with CWP; and work load/scheduling of the Division’s 2010 road repair contracts. Based on the above criteria, surface condition improvements projects are categorized in five groups. Implementation schedules (current or planned) for each category are mentioned alongside.
Locations identified in Transportation Services Division’s Capital Works Program (CWP) for 2011 will be determined by the schedule of the individual projects. Locations include:

Repairing Pavement Markings
Missing or faded bike lanes or bike symbols, missing or faded right edge lines or non-existent bike lanes approaching an intersection or at an intersection were observed at different bike lane routes during the inspection period. Transportation Services Division staff are currently preparing a scheduling package to repair the pavement markings. Most of these locations will be repaired by this year - weather permitting and availability of schedules by work crews. The rest of the locations will be repaired by summer 2011.

Repairing Missing Signage
Transportation Services Division staff are preparing a work plan to install missing cycling route signage, missing traffic signs and other missing signage related to existing bike lanes. These will be implemented by the end of 2010. Co-ordination with on-street bike lanes/bike routes, which are part of RInC funded bikeway trails, is also included within this work plan
