What geographic area does "the City of Toronto" include?
When we say "the City of Toronto", we mean the current (amalgamated) City of Toronto, which includes the former municipalities of Etobicoke, York, North York, Scarborough, East York and Old Toronto.

In terms of census geography, this area is referred to as the Toronto census division, or the Toronto census subdivision. The Toronto census metropolitan area is a much larger area that includes many other municipalities from Milton in the west, Georgina in the north, and Pickering in the East.

Note: Before the City of Toronto was amalgamated in 1999, the geographic boundary of the Toronto census division included Metropolitan Toronto (all six former municipalities), and the Toronto census subdivision included only the Old City of Toronto.
