Creative City Planning Framework The Creative City Planning Framework is a supporting document to the Agenda for Prosperity: A Prospectus for a Great City. Most notably, the framework expands on how Toronto can increase economic competitiveness through adopting a Cultural Planning model and by developing "Creative Toronto".
