The City of Toronto's administrative structure is designed to provide members of the Toronto Public Service with both greater public accountability and greater flexibility in responding to the changing needs of the city. City divisions provide services to the public and to the Corporation. Citizen-focused services enable the Corporation to better serve the public by facilitating residents' access to services and their engagement as citizens of Toronto. Internal Services enable the Corporation to better serve the public by increasing horizontal collaboration.
