Contracts and Purchasing Process
The Purchasing & Materials Management Division (PMMD), have responsibility for the commitment of public funds for the acquisition of goods and services.
PMMD has developed a Vendor Registration System as part of the existing Online Call Document System. Vendors can register their information in the database in order to receive automatic notification of new business opportunities available on the document system.
Doing business with the City of Toronto
The City's by laws, policies and procedures are intended to ensure fair, open, accessible purchasing processes and to protect the integrity of the process by ensuring that all businesses have equal opportunity to do business with the City.
If a supplier wishes to approach the City with an unsolicited quotation or proposal, where no call has been issued, the Unsolicited Quotation or Proposal Policy (approved by City Council) must be followed.

Proposed New Processing Facility for Mixed Waste
The City of Toronto has initiated a number of new programs to assist in meeting our waste diversion objectives. Some of these initiatives include the volume based rate system for waste, the replacement of blue boxes with larger recycling bins and implementation of organics collection for multi-residential buildings.
In addition, Toronto is pursuing the need to build a Biogas Composting Facility. A number of sites and technologies for processing residential mixed waste have been evaluated and the preferred site for this proposed facility is City of Toronto owned land, adjacent to the Green Lane Landfill located in Southwold Township (near St. Thomas, Ontario).
This new mixed waste processing facility will help to divert 75,000 tonnes per year of recyclable and compostable materials from the mixed waste stream. Following an intensive consultation process, a planning study was undertaken in 2009.
The planning study considered and evaluated seven potential residual waste diversion technologies as potential options. Screening criteria included the ability to divert tonnes from landfill, the ability to conform to the Ontario Ministry of the Environment (MOE) policies and proven operating history. Based on the complete list of criteria established, the only technology that satisfied all the screening requirements was Mechanical Biological Treatment (MBT) with Compost-Like-Output (CLO) diverted or landfilled.
A Life Cycle Assessment and a Health Impact Assessment were undertaken (July 2009).
Following community consultation, the City issued a Request for Pre-Qualification (RFPQ) (January 2010) to solicit consortia/contractor capability and interest for the proposed MBT - Anaerobic Digestion (AD) biogas composting facility (Option A). Following completion of the initial procurement efforts, three consortia/contractors were short-listed (June 2010) for eligibility to participate in the planned Request for Proposal (RFP) stage to design, build and operate a proposed City owned MBT biogas composting facility.
Following the issue of the Option A-RFPQ, a decision was made to also issue a request for information (RFI) document (May 2010) to ascertain interest for private sector processing capacity at an MBT - AD biogas composting facility in Ontario (Option B).
During mid 2010, the City was still awaiting issuance of updated compost standards from the Province of Ontario to provide greater certainty concerning the potential to market "B" grade compost that would be produced from an MBT - AD biogas composting facility, and decided to focus and ascertain willing host interest from local Green Lane landfill area communities (Municipality and/or First Nation Communities). There has been interest expressed during 2010-2011 by local First Nation communities to pursue development of a private sector MBT - AD biogas composting facility.
Subject to MOE issuance of updated composting standards, and depending on the outcome of the local community's willing host efforts, it is anticipated that the City's Purchasing Division will continue with issuance of RFP documents in 2012 to the short-listed consortia/contractors to design, build and operate the City-owned MBT-AD facility (Option A) or for private sector processing capacity (Option B) at local area lands.
