Changes to Non-Residential Rates for 2013
As a result of a decision made by City Council at its November 29, 2012 meeting, the charitable and not-for-profit organizations that were previously eligible for exemptions, will not pay solid waste user fees during 2013. Council also directed staff to further consult with these organizations to assess the impact of fees and to develop strategies for them to maximize diversion.

These three free consultation sessions happening downtown and in the communities of Scarborough and North York are your chance to find out more about the Non-Residential Customer Rate System. Let us know what impact it has on your organization. Learn about the Special Category Reduced Rate Program and how to assess your organization's eligibility for the Program. In addition to getting help from the City, you can network with and learn from other organizations on how they've successfully reduced their garbage and potential fees.
You may have someone in your own organization that's interested in helping you to reduce garbage and recycle more. This person will receive free City training and support and you will benefit from having your own 3Rs Ambassador Volunteer (PDF).
Has your organization gone from putting out multiple bags/containers of garbage down to one or two? Tell the City about your progress. We'll work with you to create a testimonial or case study (PDF). Your waste diversion efforts are worth promoting and celebrating!
Garbage tag/Yellow Bag requirements in 2013
For those Non-Residential customers that currently use them, Garbage Tags/Yellow Bags will still be required to receive curbside collection in 2013. Garbage Tags/Yellow Bags can be purchased from City of Toronto Canadian Tire stores at $3.10 each. The City will issue a 100% reimbursement for the Garbage Tags/Yellow Bags purchased and used in 2013. To apply for reimbursement, please print the 2013 reimbursement application form, complete the required information, attach original store receipts and mail it back to the City.
2012 phased-in Rates still apply
The 2012 Solid Waste Volume-based Rates phased in at 25% for Non-Residential customers as of July 1, 2012 are still in effect. Customers are expected to pay bills issued from this time period through to December 31, 2012. Those customers that apply and are approved for the Special Category Reduced Rate will receive credit for a portion of the 2012 fee charged.
Non-Residential customers that used Garbage Tags/Yellow Bags to receive curbside collection from July 1 – December 31, 2012, may apply for the phased-in 25% reimbursement of Garbage Tags/Yellow Bags purchased at full price by submitting the 2012 reimbursement application form.
Special Category Reduced Rates Program
City Council recently approved a Special Category Reduced Rate (a subset of the Non-Residential Rate Structure Program) for organizations that receive publically donated goods. To be eligible to receive the reduced rate, your organization must apply and be approved for an exemption of Non-Residential fees, which will account for the portion of publically donated waste. The application process requires organizations to complete a mandatory self-assessment checklist and a Special Category Reduced Rates application form. The checklist can be obtained by sending an email to specialrate@toronto.ca or you may go directly to the self-assessment checklist and complete it online. Approved Special Category organizations, will receive a credit for the portion of publically donated goods retroactive to July 1, 2012.
