The West Portion of York Quay includes an amphitheatre, a large structure used for Harbourfront activities, as well as a variety of outdoor programmed spaces. To the south, the Power Plant is an historic structure that houses various productions. Queen's Quay Terminal anchors York Quay to the east, with adjacent surface parking facilities, which will ultimately be placed below-grade as part of the proposed Master Plan.
The Water's Edge Promenade was completed when much of Harbourfront Centre was originally developed, and is generally in a deteriorating state. The Master Plan revisits the treatment of the Water's Edge Promenade, and proposes a number of new and interesting opportunities to improve access to the water's edge. The water's edge along both John and York Quays is heavily programmed, including visiting ships, private yachts, and charter vessels.

While the Harbourfront Parks work focuses primarily on lands other than John and York Quays, there is a need to co-ordinate Harbourfront Centre's Master Planning proposals with that of the other portions of the parks and open space system. In particular, Harbourfront Centre activities and programming should be integrated, where possible, within other areas of Harbourfront. Programming for boating and sailing activities also should make full use of the association between the various slips
along Harbourfront and the park land adjacent to the slips.

Consideration should be given to ensuring that the Water's Edge Promenade throughout Harbourfront Centre and broader park system are co-ordinated in their approach to providing a strong pedestrian circulation route and organizing element linking all of Harbourfront.
