Update on City Council Approved Toronto Public Health 2006 - 2010 Capital Plan and Budget
Report (January 6, 2006) from the Medical Officer of Health, providing an update on the Toronto Public Health (TPH) 2006 - 2010 Capital Plan and Budget approved at the City Council meeting of December 8 - 9, 2005.
Recommendation:
It is recommended that the Medical Officer of Health report to the Board of Health through the Board of Health Budget Subcommittee on a revised 5-year capital plan for Toronto Public Health in the Spring of 2006.

2006 Community Investment Program Budgets
Report (January 6, 2006) from the Medical Officer of Health, seeking approval for the 2006 budget request for investment programs reporting through the Board of Health, including AIDS Prevention, Drug Prevention and Student Nutrition.
Recommendation:
It is recommended that:
(1) the 2006 Operating Budget request for the Community Partnership and Investment Programs Service Envelope under the purview of the Board of Health in the amount of $5.862 million gross and net, comprised of a base budget of $4.725 million gross and net and New/Enhanced service requests of $1.137 million for the Student Nutrition Program be approved;
(2) the report be forwarded to the Budget Advisory Committee for consideration; and
(3) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.

Appointment of 2006 Review Panels for AIDS and Drug Prevention Community Investment Programs
Report (January 6, 2006) from the Medical Officer of Health seeking Board of Health approval to appoint the individuals listed in Appendices 6 and 7 to the 2006 Review Panels for AIDS and Drug Prevention Community Investment Programs and to follow up on City Council's requests for information following the 2005 Drug Grant allocations.
Recommendations:
It is recommended that the Board of Health:
(1) appoint the individuals listed on Appendix 6 to the AIDS Prevention Community Investment Program Review Panel for 2006;
(2) appoint the individuals listed on Appendix 7 to the Drug Prevention Community Investment Program Review Panel for 2006;
(3) approve the amended Terms of Reference for the AIDS and Drug Prevention Community Investment Program Review Panels; and
(4) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.

Health Canada Funding for Peer Nutrition Program Evaluation
Report (January 5, 2006) from the Medical Officer of Health, informing the Board of Health of the receipt of Health Canada funding to evaluate Toronto Public Health's Peer Nutrition Program and to seek approval for an amendment to the Toronto Public Health 2006 Operating Budget with respect to this funding.
Recommendations:
It is recommended that:
(1) an amount of $35,000 gross expenditure and $35,000 revenue be added to the 2006 Toronto Public Health Operating Budget for the Peer Nutrition Program Evaluation; and
(2) this report be forwarded directly to the Policy and Finance Committee meeting scheduled for January 23, 2006, due to time constraints for the use of the funding; and
(3) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.

Public Health Agency of Canada funding for "A Skills Building Workshop: The Impact of Crack Smoking and Crystal Methamphetamine Use on Hepatitis C Transmission of Drug Users in Ontario"
Report (January 4, 2006) from the Medical Officer of Health, seeking approval to receive one-time funding confirmed from the Public Health Agency of Canada to organize and deliver a workshop on Hepatitis C transmission and crack smoking and crystal methamphetamine in partnership with the Ontario Needle Exchange Coordinating Committee.
Recommendations:
It is recommended that:
(1) the Medical Officer of Health be authorized to receive up to $68 thousand of one time 100% federal funding to develop a Skills Building Workshop on Hepatitis C transmission and crack smoking and crystal methamphetamine for staff of Ontario Needle Exchange Programs and other relevant staff;
(2) an amount of $68.0 thousand gross and $68.0 thousand in federal funding revenue be added to the 2006 Toronto Public Health Operating Budget to support the development of the Skills Building Workshop;
(3) this report be forwarded to Budget Advisory Committee for consideration in the 2006 Budget process; and
(4) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.

Health Canada Funding for "Taking Action on Chlamydia" Evaluation Plan
Report (January 4, 2006) from the Medical Officer of Health, informing the Board of Health of the receipt of Health Canada funding to create an evaluation plan for Toronto Public Health's "Taking Action on Chlamydia" social marketing project and to seek approval for an amendment to the Toronto Public Health 2006 Operating Budget with respect to this funding.
Recommendations:
It is recommended that:
(1) an amount of $10,000 gross expenditure and $10,000 revenue be added to the 2006 Toronto Public Health Operating Budget to develop an evaluation plan for "Taking Action on Chlamydia";
(2) this report be forwarded directly to the Policy and Finance Committee meeting scheduled for January 23, 2006 for consideration due to the timing restraints on these funds; and
(3) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.

Reducing Children's Exposures on Board School Buses - Ontario and Toronto
(Presentation and Speakers)
Report (January 4, 2006) from the Medical Officer of Health, examining children's exposure to air pollutants on board school buses and consider actions that can be taken nationally, provincially and locally to reduce these exposures.
Recommendation:
It is recommended that:
(1) request that Environment Canada establish a multi-year Healthy School Bus Fund to support programs developed by provincial governments and other organizations that are directed at the dual goals of reducing childhood exposure to diesel-related air pollutants and improving local air quality;
(2) request that the Ontario Ministry of the Environment establish a multi-year Healthy School Bus Program that has the dual goals of reducing childhood exposure to diesel-related air pollutants and improving local air quality by:
(a) ensuring the retirement of all pre-1994 model year school buses by 2007;
(b) encouraging the replacement or retrofitting of all 1994-2003 model year school buses by 2011;
(c) encouraging the use of catalyzed diesel particulate filters when retrofitting 1994-2003 model year school buses;
(d) encouraging the installation of closed crankcase filtration devices in all school buses in Ontario;
(e) supporting demonstration projects that promote the development of alternative technologies and fuels; and
(f) developing, in collaboration with Natural Resources Canada, the Ontario School Bus Association, and Ontario school boards, a module on proper idling, fuel management, and low emission driving practices, to be included in the provincial training program for school bus operators;
(3) encourage Toronto school boards to work with their school bus operators to develop:
(a) Healthy School Bus Plans that identify the actions that can be taken to reduce childhood exposure to diesel-related air pollutants;
(b) formal school bus idling policies designed to reduce childhood exposure to diesel-related air pollutants;
(c) education for school bus operators that emphasizes proper idling and fuel management practices;
(4) send copies of this report to all Ontario Medical Officers of Health, the GTA Clean Air Council, the Canadian Partnership for Children's Health and Environment (CPCHE), the Association of Local Public Health Agencies, the Canadian Public Health Association (CPHA), the Ontario School Bus Association (OSBA) which represents the school bus operators in the province, and the Ontario Public Health Association (OPHA); and
(5) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.

2006 Operating Budget - Service Recommendations to Meet Budget Advisory Committee Target
Report (January 16, 2006) from the Medical Officer of Health, outlining a revised 2006 Toronto Public Health (TPH) Operating Budget that will meet the proposed funding level for the New and Enhanced Services as recommended by the Budget Advisory Committee (BAC).
Recommendations:
It is recommended that:
(1) a revised TPH 2006 Operating Budget of $210,765.6 thousand gross and $64,060.9 thousand net including base budget of $197,850.9 thousand gross and $59,729.2 thousand net, and New and Enhanced Services of $12,914.7 thousand gross and $4,331.7 thousand net, be approved;
(2) the revised list of base budget adjustments included in the TPH 2006 operating budget in Table 2, "Summary of 2006 Base Changes from 2005 Approved Budget" of this report totalling an increase of $3,916.7 thousand gross and a reduction of $11,025.0 thousand net, be approved;
(3) the 2006 TPH New and Enhanced Services totalling $12,914.7 thousand gross and $4,331.7 thousand net as detailed in Appendix 1, "2006 Operating Budget Service Recommendations to meet Budget Advisory Committee Target" be approved;
