Food Security and the Early Years report In late February 2006, the Board of Health received a report on food security and the early years. The background paper, "Food Security: Implications for the Early Years", applies the broad lens of food security, a concept that has guided many food related activities of the City and TPH, to early years populations. The paper highlights definitions of food security, the measurement of household food insecurity, including prevalence data related to young children in Toronto, and the health implications of household food insecurity for children and their families. The paper also situates food insecurity and the early years within the context of broader economic, food system and food policy influences. Approaches to addressing food insecurity during the early years at the national, provincial and local levels are described.
