Annual Funding/Business Case Submissions
Each agency receiving funding from Hostel Services is required to complete the Annual Funding (Budget) Submission. It is a requirement under the Toronto Shelters Standards and the Hostel Services Operating Agreement.
Also, during the year, an agency may require and/or request an in-year adjustment (change) in their operating agreement related to their per diem funding and/or the program delivery model/services for a number of reasons. In this instance, an agency will need to complete and submit a Business Case to Hostel Services. The purpose of the Business Case is to provide a coordinated and consistent approach to the request for additional financial assistance. The Business Case process may be used to document a request for an increase in per diem funding, a request for special financial assistance/consideration or one-time financial assistance.
Please call your Agency Review Officer for a copy of the 2013 Business Case Submission Guidebook and forms. Agencies must complete the Annual Budget Submission regardless of whether a Business Case is completed or not. The following are the current years Annual Funding Submission templates as well as guidebooks to assist with the completion of the templates.

Operating Guidelines
In November of 2003, Hostel Services introduced the Hostel Services (HS) City Guidelines to communicate updates, changes, additions or modifications to the mandatory Shelter Standards (PDF). The goal is to work together to respond to current issues, improve operational viability, and ensure that providers comply with related legislation. Each new Hostel Services City Guideline will reference the previous guideline shelter providers received. This will assist with keeping track of guidelines that have been distributed. Shelter providers are required to keep a copy of all HS City Guidelines on site and ensure that staff are informed of any applicable changes. They must also ensure that they are presented to the Board of Directors and minuted as accepted and reviewed by the Board. The following are HS City Guidelines that Hostel Services has issued since 2003 to date:

Shelter Standards
The City promotes the delivery of safe, accountable and cost-effective services for people experiencing homelessness. The City is committed to ensuring that shelter service is delivered in a way that helps people gain access to housing and support services, provides choices, respects diversity and ensures public value for funding.
In order to meet this commitment, Shelter Standards (PDF) have been developed to provide shelter operators and residents with a clear set of expectations and guidelines for the provision of shelter services in Toronto. All emergency and transitional shelters, funded or directly operated by the City of Toronto, are required to adhere to the Shelter Standards.
