The Social Housing Reform Act (SHRA)

What is the SHRA and its Regulations?

The SHRA, Bill 128, was passed in December 2000 and provides the legislative framework for

  1. the transfer of social housing from the province to municipalities and

  2. how social housing operates. passed. Some of the sections in this legislation, such as eligibility rules for assisted housing, require further details in order to implement the legislation. These "details" are called Regulations.

Regulations are specific procedures to be followed and they are amended from time to time. Regulations accompany some of the sections in the SHRA.

Note: The City of Toronto as the local service manager may set local rules in a limited number of areas as permitted by the SHRA. The Social Housing Unit communicates the City's local rules to housing providers by issuing City Guidelines.
