About the program
On August 19, 2005, the City of Toronto experienced a severe storm event that resulted in the flooding of many residential homes, erosion of ravines and watercourses, and damage to City infrastructure such as roads, bridges, culverts and sewers.
As a result, the City is undertaking studies in areas of chronic basement flooding. To-date a number of studies have been completed.
The City is launching a multi-year Basement Flooding Protection Program to implement the solutions and help prevent basement and surface flooding.
Construction commenced in a number of neighbourhoods across the City in the fall of 2009. Work consists of storm and/or sanitary sewer upgrades, construction of dry ponds and underground storage tanks, as well as other service improvements.

Project Stages
After an environmental assessment study has been completed and funding approved, there are several stages of work which must be done before a project is completed. Here is what must be done.
Design Drawings
Preliminary engineering drawings are to be developed for review and input from City departments, utilities and regulatory authorities to be incorporated in the overall design. Permits to proceed with the work will be obtained and final drawings will be issued for construction. Public Notices will be issued to let residents know that a construction project will soon be taking place.
Construction
Construction Notices and road signage will provide residents with project details prior to the start of construction. Construction activities may include excavation of the roadway, sidewalks and/or boulevards, and may require fencing to be erected. Restoration within construction areas will be dealt with on a project by project basis.
