Castlefield-Caledonia Environmental Assessment Study

Study Update - December 2, 2011
The Environmental Assessment study is now complete and approved. The complete Environmental Study Report (ESR)  is provided below, including a letter from the Ministry of the Environment and the City's response.

The proposed solution is to extend Ingram Drive easterly under the CN rail line to connect with Raitherm Road, then continue easterly to connect with both Wingold Avenue and an extension of Ronald Avenue.  See drawing below:

Additional improvements related to cycling, pedestrian use, streetscaping, and urban design are included in the study recommendations.

Background
In 2005, the City Planning Division undertook a planning and urban design study for the Castlefield Caledonia Design and Décor District (CCDDD). The study identified that the large scale of developments and the lack of public streets in the CCDDD have contributed to the area’s lack of connectivity. Therefore, several possible road connections in the CCDDD were identified which would improve the road network in this area. At its meeting held on October 22 and 23, 2007, City Council approved amendments to the applicable Zoning By-laws and Urban Design Guidelines for the area and directed the Transportation Services Division to undertake a Class Environmental Assessment for the possible road connections identified.

One possible road connection is the extension of Ingram Drive on the east side to provide an additional east-west connection across the GO Transit rail corridor. Currently, the only east-west connection through the rail corridor between Eglinton Avenue West and Lawrence Avenue West is Castlefield Avenue.

The Process
This study is being carried out as a ‘Schedule C’ project under the Municipal Class Environmental Assessment (Class EA) process. This process includes clearly establishing the problems and/or opportunities to be addressed, and developing and evaluating a reasonable range of alternative solutions.

Public Meeting & Open House #1
A Public Meeting & Open House was held to learn about the work completed to date and the next steps in this process.

For peoples convenience, two different meeting times were scheduled.

Notice of Completion
On June 15 2011 City Council authorized staff to issue a Notice of Completion and to file the Environmental Study Report for the Castlefield-Caledonia Class Environmental Assessment Study in the public record for 30 days in accordance with the requirements of the Municipal Class Environmental Assessment. The Notice of Completion (PDF) was issued in the York Guardian and North York Mirror community newspapers on August 19 & 26, 2011.
 
The ESR is available for public review and formal comment starting August 19, 2011 and ending September 19, 2011. You are invited to download the ESR files below or view a printed version of the documents in one of two locations:

Environmental Study Report (ESR)
The Environmental Study Report (ESR) documents the planning and decision making process followed in this study, including consultation practices, which were followed to arrive at the preferred solution. The ESR also sets out the mitigating measures proposed to avoid or minimize environmental impacts.
