The Study
The City of Toronto is initiating a study to identify the preferred methods for managing the impacts associated with combined sewer overflow (CSO) events and stormwater discharges in the Coatsworth Cut Sewershed. The need for this study was identified previously in the City's Wet Weather Flow Management Master Plan - a long-term plan to provide stormwater management.

The study is being planned under Schedule 'C' of the Municipal Class Environmental Assessment (June 2000).

Background
Stormwater is runoff from rain or melting snow. This runoff soaks into the earth or runs off hard surfaces, such as driveways and roads, and flows into road-side grates into a network of underground sewer pipes. In some parts of the city where combined sewers exist, there is only one sewer carrying a combination of both sanitary sewage and storm drainage for each stretch of road. During significant wet weather flow events, the volume of combined sewage may exceed capacity of the sewer and some of the combined sewage may overflow untreated into the lake.

The purpose of this study is to examine a variety of measures to help reduce or control stormwater and combined sewer discharges. These include:

  • Source controls to slow and reduce the volume of stormwater before it gets to the sewer, such as the use of permeable surfaces, downspout disconnection and rain barrels;

  • Conveyance controls to store, slow and infiltrate the flow of stormwater during wet weather events; and

  • End-of-pipe controls to store and/or treat combined sewer overflows and stormwater run-off during a wet weather event prior to discharge to the receiving water.

When used together, these methods can help reduce or control combined sewer overflows and stormwater discharges and improve water quality in Lake Ontario.

Open House
In December 2006, the City of Toronto's consultant recommended a three-component preferred solution for improving and protecting water quality in Coatsworth Cut.

The recommendation, which includes source controls, conveyance controls (weir adjustments, underground tank and swere storage) and an end-of-pipe solution (an engineered wetland) has been accepted by the City.

The next step in this environmental assessment was to present the recommended design concept for the preferred solution. At our open house on Saturday June 23, 2007 (map), the alternative design concepts considered were presented in an outdoor tent on the Lakeshore.

How to get more information
The first Public Information Centre to learn more about this study took place on Monday November 28 at the S.H. Armstrong Community Recreation Centre. Those attending had an opportunity to view displays 1 and displays 2 (PDF) and speak one-on-one with project staff. A second community meeting was held in September 2006 to consult with residents on the next steps for this area. A third community meeting was held in December 2006 to present the preferred solution. A fourth community meeting was held in June 2007 to present the preferred design.
