Study Update
This Environmental Assessment study is now complete and approved.
Please see the Notice of Completion and Environmental Study Report (ESR) below, and final report adopted by City Council on June 14, 2011.

The Study
The City is conducting a Municipal Class Environmental Assessment (Class EA) to determine how the bridges over the Gardiner Expressway and the rail corridor at Dufferin Street should be replaced.

There are two Dufferin Street bridges located just north of The Canadian National Exhibition Grounds (CNE), one bridge spans the Gardiner and the other bridge spans the CN rail corridor. As bridge maintenance is required it is an appropriate time to address future transportation requirements for all users of the bridges including pedestrians, cyclists, the Toronto Transit Commission (TTC), and motorists in addition to GO Transit's plans for rail track expansion.

The Process
This study is being carried out as a ‘Schedule C’ project under the Municipal Class Environmental Assessment (Class EA) process. This process includes clearly establishing the problems and/or opportunities to be addressed, and developing and evaluating a reasonable range of alternative solutions.

Get Involved
Public consultation is an important part of this process. Your involvement in the study is welcome. Project updates and notice of all public events will be posted on this website. Public events for this project will also be advertised in the Parkdale-Liberty Villager and Now Magazine.

Public Consultation:

Public Open House #1
A Public Open House was held to learn about the work completed to date and the next steps in this process on Monday June 21, 2010 at the Masaryk-Cowan Community Centre, 220 Cowan Avenue, from 6:30 p.m. to 9:00 p.m.

Public Open House #2
The second Public Open House was held on Tuesday March 1, 2011 at the Liberty Noodle, 171 East Liberty Street. Participants learned about the evaluation that has lead to the preferred solution: Reconstruct Along Existing Alignment. Additional information was also presented on various design alternatives and the next steps in this process.


Notice of Completion
On June 14, 2011 City Council  authorized staff to issue a Notice of Completion and to file the Environmental Study Report for the Dufferin Street Bridges Class Environmental Assessment Study in the public record for 30 days in accordance with the requirements of the Municipal Class Environmental Assessment. The Notice of Completion (PDF) was issued in the Parkdale Liberty community newspaper on July 14 & 21, 2011.

The ESR is available for public review and formal comment starting July 15, 2011 and ending August 15, 2011. You are invited to download the ESR files below or view a printed version of the documents in one of three locations:

Environmental Study Report (ESR)
The Environmental Study Report (ESR) documents the planning and decision making process followed in this study, including consultation practices, which has been followed to arrive at the preferred solution. The ESR also sets out the mitigating measures proposed to avoid or minimize environmental impacts.
