The Study
The City is initiating a study to determine the best approach for controlling the four storm outfalls located at Willow Avenue, Silver Birch Avenue, Neville Park Boulevard and Nursewood Road by completing Stage III of the Eastern Beaches Detention program. The goal is to improve water quality at the Eastern Beaches, which are made up of Woodbine Beach, Beaches Park Beach, Kew Beach, and Balmy Beach
This project was recommended in the Wet Weather Flow Master Plan, adopted by the City in 2003 to provide an integrated work program for managing wet weather flow. .

Background
The Eastern Beaches have a total drainage area of over 900 hectares serviced by a mixture of combined sewers, sanitary sewers and storm sewers. In the event of a significant rainfall or snow melt, stormwater from storm sewers and combined sewers carrying sanitary wastewater and stormwater can overflow into the lake and make our beaches unsafe for swimming, not to mention affecting the aquatic life. Along the Eastern Beaches, the most sensitive beach area is considered to be Woodbine Park from Coxwell Avenue to Victoria Park Avenue, where all four of the public bathing beaches are located.
The City has taken a staged approach to control CSO and stormwater discharge to the Eastern Beaches area. Stage I resulted in the construction of an underground detention tank at the foot of Kenilworth Avenue to intercept CSOs from five sewer outfalls located at Woodbine Beach and Beaches Park. In Stage II, an underground detention tank at the foot of Maclean Avenue was also constructed to intercept combined sewer overflow and stormwater discharged from storm outfalls between Glen Manor Drive and Balsam Ave . The tank was designed to control and reduce discharges to the Kew Beach and Balmy Beach areas to an average of one event per summer season. The final stage, Stage III, will look at controlling or eliminating the four remaining storm outfalls between Willow Avenue and Nursewood Road.
The Process
The Process A Municipal Class Environmental Assessment (Class EA) is required for this project. The Class EA will be done in accordance with the requirements set out in the Municipal Class Environmental Assessment (June 2000) document. The Class EA process includes public and agency consultation, an evaluation of alternative solutions, assessment of the impacts of the proposed solution and identification of measures to mitigate any environmental impacts.
Public consultation is an important part of any environmental assessment study. Your involvement in the study is welcome. During the study you will have a chance comment on the study and ask us questions.

Open House held - July 6, 2008
Our second Open House was held on Sunday, July 6, 2008 at the foot of Silver Birch Avenue from 2:00pm to 4:00pm. Interested residents were invited to find out more about the recommended solutions for this study.

Open House held - July 18, 2007
Our first Open House (PDF) was held on July 18, 2007 at St. Aiden's Church, 70 Silver Birch Ave. Project staff were on hand to respond to comments and questions from the public and interested stakeholders. Staff presented the opportunity and possible alternative solutions. Please see the display boards (PDF) that were presented.
