The Study
The City of Toronto has initiated a Municipal Class Environmental Assessment (EA) study to assess the consolidation of approximately thirty (30) stormwater outfalls within the Etobicoke Waterfront Drainage Area that discharge stormwater directly to Lake Ontario and to improve water quality by implementing stormwater management facilities. The Etobicoke Waterfront Stormwater management Facilities Project was identified in the 25-year implementation plan of the Wet Weather Flow Master Plan (WWFMP) for Study Watershed 2. The project will consider a hierarchical approach to managing stormwater and will consider source, conveyance and end-of-pipe control measures.

Study Area
The study area is bounded by Etobicoke Creek to the west, Mimico Creek to the east, QEW to the north and Lake Ontario waterfront to the south. This is one of the areas that were developed at a very early stage in the former City of Etobicoke. The area is served by separate sanitary and storm sewer systems and consists of approximately 30 storm sewersheds which are served by a mixture of residential, commercial, industrial and open space areas.

Etobicoke Waterfront beaches have the potential for body contact recreation. The objective of controlling the storm sewer discharging to Lake Ontario will be to significantly enhance the water quality to the maximum extent possible.

The Process
A Municipal Class Environmental Assessment (Class EA) is required for this project. The Class EA will be done in accordance with the requirements set out in the Municipal Class Environmental Assessment (June 2000) document. The Class EA process includes public and agency consultation, an evaluation of alternative solutions, assessment of the impacts of the proposed solution and identification of measures to mitigate any environmental impacts.

Public Information Centre #1
The first public meeting was held on Thursday November 12, 2009 at Assembly Hall to introduce the study to the public and discuss opportunities to implement stormwater management facilities at potential sites across the study area. Comments are invited and requested by November 26, 2009.

Community Working Group
The Etobicoke Waterfront Stormwater Management Facilities Community Working Group (CWG) has been established to allow representatives of local community stakeholders an opportunity to provide comments on this study and to ensure that any potential issues are identified early in the study and community input is incorporated.
