Improvements to Gardiner Expressway between Kipling Avenue and Park Lawn Road

Since November 2007 the City of Toronto has been conducting a Class Environmental Assessment (EA) Study to examine improvements for the Kipling Avenue and Islington Avenue ramps and interchanges with the Gardiner Expressway. In 2010 the study was expanded to include further improvements in the Islington to Park Lawn section of the Gardiner Expressway.

The aim of the redesign is to reduce vehicle weaving, improve safety, and provide more efficient traffic movement.

Project Status
The study has been completed and has been presented to Public Works and Infrastructure Committee in October 2011. The Committee will address an amendment at its meeting on January 4, 2012, following which the study will be presented to City Council and filed with the Ministry of the Environment for public review.

Upon study and funding approvals, the City would incorporate the study recommendations in its ongoing Gardiner Expressway Rehabilitation Program (Hwy. 427 to Humber River).

Background
The Gardiner Expressway between the Humber River and Highway 427 was transferred from the Ontario Ministry of Transportation to the City of Toronto’s jurisdiction in 1997. In 2001, the City initiated a comprehensive rehabilitation program to assess the condition of all elements of the expressway infrastructure and forecast a future rehabilitation program needed to rehabilitate them. The City’s Gardiner Expressway Rehabilitation Work Program identified that interchange improvements at Kipling Avenue and Islington Avenue could streamline traffic thus providing safer and more efficient traffic movement.

Involving the Public
Open House events for this project were advertised in The Etobicoke Guardian, and Notices were mailed to local ratepayer and residential associations, as well as residents and businesses that are within close proximity to the Gardiner at Kipling Ave and Islington Ave.

Public Open House #1
The first Public Open House for this project was held on Wednesday , June 11, 2008 at Norseman Junior Middle School . The purpose of the meeting was to introduce the study, the preliminary design options and explain the evaluation criteria used to select a preferred solution to problems associated with the Kipling Ave. and Islington Ave. interchanges. View the meeting material:

Public Open House #2
The second Public Open House was held on Thursday April 23, 2009 at the Royal Canadian Legion Hall at 110 Jutland Rd.

The purpose of the second Open House was to present the results of the evaluation of interchange design options; introduce the recommended solutions; and, identify the next steps of the study. Members of the public were invited to drop by and view display boards on the project and speak one-on-one with project staff. View the meeting material:

The final Public Open House was held Tuesday, July 5, 2011 at the Royal Canadian Legion Hall at 110 Jutland Rd.

Revised Plan for Queen Elizabeth Boulevard
The City has worked with the Consultant and affected property owners at the west end of Queen Elizabeth Boulevard to modify the recommended plan for the new westbound Gardiner Expressway exit ramp to Islington Avenue. The proposed new ramp is shifted southerly so as to allow a one-way (westbound) one-lane Queen Elizabeth Boulevard to remain in place west of Canmotor Drive to serve the existing properties. This plan is incorporated in the final Environmental Study Report.
