Background
Toronto Water initiated a study in 2006 to identify a preferred strategy for stream restoration throughout the Highland Creek watershed and as a follow-up to the Wet Weather Flow Master Plan.  The study developed a Geomorphic Systems Concept Plan and Stormwater Management Facility Plan for the Highland Creek Watershed.  The Study follows the Master Planning process of the Municipal Class Environmental Assessment (Province of Ontario) and is an Implementation Project under the Canadian Environmental Assessment Act (Federal Government). The Master Plan will identify the different types of restoration measures, techniques, projects on a Valley segment basis, their locations at a concept level, and implementation schedule over approximately a 15 year plan lifespan.

One study component, the Highland Creek Stormwater Retrofit Feasibility Study, was conducted to identify areas throughout the City of Toronto where stormwater management (SWM) facilities may be feasibly implemented.

This study is being conducted under the Master Planning provisions of the Municipal Class Environmental Assessment (October 2000, as amended in 2007).

Involving the Public

Public Information Centre #1
A Public Information Centre was held on Thursday June 1st, 2006 at Centennial College. The purpose of the meeting was to present details on the restoration plan for Valley Segment 4a (Markham Branch) of Highland Creek as well as introduce the Geomorphic Systems Master Plan for Highland Creek. The public was invited to participate in a site walk, provide input on details of the study and speak one on one with members of the project team.

Public Open House #2
On Tuesday June 22, 2010, the second Public Open House was held at Centennial Recreation Centre.  The purpose of the meeting was to learn about the recommendations for the preferred strategy for the Highland Creek Geomorphic Master Plan Implementation Project and the next steps in the process.  Comments are invited and requested by July 6, 2010.
