Study overview
The City of Toronto conducted a Municipal Class Environmental Assessment (Class EA) to study and develop streetscape improvement plans and traffic lane modifications along the Jarvis Street corridor from Bloor Street East to Queen Street East.

The purpose of this study was to improve Jarvis Street's public realm in a manner that compliments the area's existing built form and redevelopment, while recognizing the street as a cultural corridor with an emphasis on its historical significance.

Study updates
The City of Toronto has completed this Study under the Class EA process.  This Study was planned under 'Schedule C' of the Municipal Class Environmental Assessment.  The recommendation resulting from the study was to narrow Jarvis Street by removing the centre reversible traffic lane and widen the boulevards to improve the pedestrian realm.  At it's meeting of May 25, 26 and 27, 2009 City of Toronto Council has approved the Jarvis Street EA Study with changes to the recommendation to include bicycle lanes.

The provision of bicycle lanes on Jarvis Street precludes the ability to provide wider boulevards and physically narrow the road pavement width.  City of Toronto staff, in reviewing the implementation of the bicycle lanes, have concluded that the resulting recommendation from the City Council decision to implement bicycle lanes is a pre-approved 'Schedule A+' project under the Municipal Class Environmental Assessment.  The planning and consultation work undertaken as part of this project to date have completed all the requirements for a 'Schedule A+' project under the Municipal Class Environmental Assessment.  These requirements are to notify the public of the proposed work to be implemented.

The City's intends to proceed to implementation of bicycle lanes on Jarvis Street from Bloor Street East to Queen Street East.  The project documentation outlining the study process has been made available here.

The classification of the Jarvis Street Streetscape Improvements as a 'Schedule A+' project (since the resulting recommendation is the implementation of bicycle lanes only) categorizes it as a pre-approved project and therefore there is no 30-day review period for the project documentation and the project is no longer subject to Part II Order requests.
