Overview
The TTC is undertaking a study (Class EA) to ensure convenient public access to the Keelesdale Park and Chris Tonks Arena during construction of the Crosstown Transit project. The only existing access to Keelesdale Park --from Eglinton Avenue-- will be shared by both construction vehicles and members of the public during preparation of the tunnel launch site.    During future construction stages, it will be advantageous to separate public access from construction vehicles.

An additional access to Keelesdale Park is also important for the planned York Community Centre that will be built on the west half of Keelesdale Park. No plans are currently in place to link the two facilities and there is now an excellent opportunity to do so, as Black Creek poses a physical barrier that restricts access to both sides of the park.

As a solution is required to maintain convenient public access to the Chris Tonks Arena and park facilities during tunnelling construction of the Crosstown, an assessment has been undertaken and a new bridge over Black Creek is recommended. This will provide the added benefit of linking the future York Community Centre to the Chris Tonks Arena and providing access to both facilities from Eglinton Avenue West or Black Creek Drive.

Study Context  – The Crosstown
A major component of the Crosstown transit project is the construction of a launch site for the tunnel boring machines. The west launch construction site is on the south side of Eglinton Avenue, approximately 200 metres  east of Black Creek Drive, in Keelesdale Park.

Keelesdale Park contains a number of recreational facilities, including baseball diamonds, Chris Tonks Arena, and three soccer fields. Access to these sports facilities is currently provided by an entrance located 170 m east of Black Creek Drive; however, once work starts at the west launch construction site, this access point will be shared by construction vehicles as well as the general public.

Class EA Process
This study is being undertaken as a “Schedule B” project in accordance with the Municipal Class Environmental Assessment.  Following the May 25, 2011 consultation, comments will be reviewed and documented. Subsequently, an Environmental Assessment Summary Report will be prepared.  It will be placed on the public record for a 30-day review period. The report will be available for public review at locations identified in the future “Notice of Study Completion” and online.
