Preliminary Planning for a Transit Project Assessment Study

The City of Toronto and the TTC are conducting a preliminary planning study to identify possible transit improvements along the Kingston Road/Danforth Avenue corridor (PDF).The study will investigate how to best improve transit service along the Kingston Road and Danforth Avenue corridors between Victoria Park Avenue and Eglinton Avenue East and connecting to the Bloor-Danforth subway. This study will lead to a Transit Project Assessment Process under the Environmental Assessment Act.

What's New

Spring 2010
The city and consulting team are currently completing this study. The proposal includes rush hour curbside transit lanes on Danforth Avenue, from Victoria Park Avenue to east of Warden Avenue and a center Bus Rapid Transit right-of-way from east of Warden Avenue to Eglinton Avenue. The route would run between Victoria Park subway station and a terminal at the northwest corner of Eglinton Avenue and Kingston Road (a transfer point to the proposed Scarborough Malvern LRT).

Spring 2009
Three open house events were held in April 2009 to share and discuss the preferred route (PDF) and technical solution – a Bus Rapid Transit (BRT) facility along the Kingston Road and Danforth Avenue route with connections to the Bloor-Danforth subway at Victoria Park Station and to the proposed Scarborough-Malvern Light Rail Transit line at Eglinton Avenue East. The BRT would be located in the middle of the road and physically separated from other traffic.

These open houses were announced through advertisements (PDF) in the Bluffs Monitor, Beach Metro News, Scarborough Mirror - south region, and the Beaches Mirror. Copies of our Neighbourhood Update newsletter (PDF) were been sent out to everyone on our mailing list as well as residents and businesses along the proposed transit routes, BIAs, local ratepayer associations, and neighbourhood groups. If you could not attend any of these open houses and have questions or comments about this project, please feel free to contact us.

May 2008: Update on Route Options
After extensive public consultation in March and April 2008, City staff announced that the option of routing a streetcar along Victoria Park Avenue between Kingston Road and the Victoria Park subway station was no longer being considered in this study.  This route (referred to as "Option 1A" in our documents) is still being considered as an option for buses. Therefore, new transit service could still be implemented from the Victoria Park TTC station, along Victoria Park Avenue to Kingston Road, and along Kingston Road to Eglinton Avenue. However, if this option is chosen streetcars will not be used.

March 2008: Public Consultations and Newsletter #2
The second round of Open Houses for this study were held in the last week of March and the first week of April 2008.  These three Open Houses provided the public and agencies with updates on the project and were an opportunity to ask questions and share thoughts about the study. Advertisements (PDF) appeared in various local newspapers (Bluffs Monitor, Beach Metro News, Scarborough Mirror - south region, and the Beaches Mirror) in the study area.

The second issue of our Neighbourhood Update newsletter provides general information and updates on this study. Copies were mailed to residents and business along the proposed transit routes, as well as local ratepayer associations, neighbourhood groups, BIAs, and all the contacts on our mailing list.

Winter 2008
Over the past year, City staff and the project consultants have been reviewed all the feedback received through our last round of public consultations. Extensive study was done of various options to improve the transit service in our study area. The results of this further study will be presented at the next round of open house events in April.

October 2007
The province has approved a new Transit Class Environmental Assessment (EA) process for municipal transit projects. This new process permits municipalities to implement their transit policy objectives in a more streamlined and cost effective manner. As we noted in the Terms of Reference, we plan to now proceed with this project under the new Transit Class EA process. This means that the Terms of Reference no longer requires approval by the Minister of the Environment before proceeding with the EA. However, the Terms of Reference will act as the work plan for this study.

July 2007: Terms of Reference (ToR) submitted to the Ministry of the Environment
As part of the environmental assessment process, the City of Toronto and TTC has submitted a ToR (PDF) and ToR Supporting Documents (PDF) to the Ministry of the Environment for formal review and approval on July 27, 2007.

An advertisement (PDF) notifying the public of the ToR submission to the Ministry of the Environment will be placed in community newspapers in the study area and the Metro between July 27, 2007 and August 3, 2007. Please see the ad for a list of locations where a hard copy of the ToR can be viewed.

June 2007: Draft Terms of Reference
The Draft Terms of Reference (ToR) for the Kingston Road Transit Improvement Study is on-line. Included in the Supporting Documentation of the ToR is the summary of public consultation, where public response through questionnaires, Open House events, telephone calls, and email have been compiled into an accessible brief.

April 2007: Public Consultations
A series of open houses took place for the Terms of Reference stage of the study plan. These were held April 19, 25, and 26, 2007.
Advertisements (PDF) appeared in various local newspapers (Bluffs Monitor, Scarborough Mirror, and the Beaches Mirror) in the study area.

Materials presented at Open Houses:

The period to submit comment sheets based on that round of consultations has closed. Feedback was incorporated into the Public Consultation Summary, which was submitted to the Ministry of the Environment for approval. After the Terms of Reference was submitted, it was made available for a thirty day period of comment, where public responses could be forwarded directly to the Ministry's Office.
