The City of Toronto will be preparing the site, located northeast of Morningside Avenue and Military Trail, for the future construction of the Pan/Parapan Am Aquatics Centre and Field House facility. The work will include the excavation and removal of buried municipal waste, and the installation of an in-ground barrier wall to separate the site from the adjacent property.
This is a City of Toronto and University of Toronto joint project, which will take place on City and University owned land. Facility construction, by others, will begin following the completion of the site preparation work detailed in this notice. Details of that work will follow at a later date.
The work is expected to be completed on April 30, 2012 and the construction hours will continue to begin at 5:30 a.m. on weekdays and 6:30 a.m. on weekends.

Construction Details
This site preparation project will include:
- Removing the top layer of soil and stockpiling it on the vacant land to the east of the site for use as backfill.
- Excavating and removing all waste from the site and making the site ready for facility construction.
- Constructing an in-ground barrier wall and gas venting system to separate the site from the adjacent property.
A perimeter fence will be installed to secure the site as the work gets under way. The contractor will be operating heavy construction equipment including excavators, bulldozers, loaders, and haul vehicles. Access to the site will be located at the signalized intersection of Morningside Avenue and Tams Road. During peak periods of waste removal, 25 to 40 trucks per day are expected to enter and leave the site, to reach Highway 401. An emergency access point will be located off Military Trail, at the south end of the site.
Excavation of the waste will occur in a controlled manner and best management practices will be used to minimize dust, odour, and noise, in accordance with all applicable regulatory requirements, laws and bylaws. Minimal odours are anticipated. A wash station will be set up to ensure that all traffic leaving the site is free of dust and mud. Street cleaning will be dispatched as required.
A revised notice will be issued if there are any significant changes to the construction schedule or work.
Work Hours (Updated October 7, 2011)
- Work hours on weekdays begin at 5:30 a.m., up to the completion date in late December.
- Work hours begin at 6:30 a.m. on Saturdays, and until the completion date in late December.
Noise bylaw exemption revisions were approved (in June and September 2011) to allow construction equipment to warm up (idle) from 5:30 a.m. to 6:00 a.m. on weekdays, and from 6:30 a.m. to 7:00 a.m. on Saturdays, and for construction activities to commence at 6 a.m. on weekdays and 7 a.m. on Saturdays.
These work hours will allow more work to occur prior to winter. The waste removal and related traffic impact should be complete around November 1. The remaining works consist in backfilling/grading, and installing the underground barrier wall. .
Disruptions
As with all construction projects, there will be some noise and temporary inconveniences. As this work is not taking place within the road allowance, traffic and pedestrian disruptions will be minimal. These could include occasional traffic delays due to the in and out truck traffic, street cleaning, etc. Every effort will be made to reduce the inconveniences to the community.
TTC Service
TTC bus service on Morningside will operate as usual.
