The City and TTC are partners with The Regional Municipality of York and York Region Rapid Transit Corporation on a study of the Yonge subway extension from Finch Station to Richmond Hill Centre (at Yonge Street and Highway 7).
Conceptual design work will be undertaken through 2010.
Project Overview
 The proposed project is an underground 6.8km, 6 subway station extension of the Yonge Subway from its terminus at Finch Station to a proposed terminus at Richmond Hill Centre. Stations are proposed at Cummer Avenue/Drewry Avenue, Steeles Avenue, Clark Avenue, Royal Orchard Boulevard, Longbridge Road/Langstaff Road and Richmond Hill Centre. An intermodal bus terminal and passenger pickup and dropoff facility are proposed for Steeles Station.
The proposed project follows the Yonge Street right-of-way from Finch Station to south of Highway 407. Alternative alignments from south of the Highway 407 to Richmond Hill Centre are being examined. The subway tunnels cross under Hydro One’s high voltage transmission corridor which parallels Highway 407. A commuter parking lot, as well as passenger pickup and dropoff facilities, are proposed to be located on the Hydro One/ORC lands south of Highway 407 An easement will be required from Hydro One/Ontario Realty Corporation as part of the undertaking. It is intended that this project will also address the requirements of the ORC Class Environmental Assessment Process.
Toronto City Council, at its meeting of October 29-30, 2008, confirmed the City and Toronto Transit Commission (TTC) as co-proponents of the Yonge Subway northerly extension project, including City/TTC participation in the public consultation process. View the Notice of Motion (PDF).
The City and TTC have issued a Notice of Commencement (PDF) for the next stage in the study process for the Yonge Subway extension project. The Transit Project Assessment Process, under the new regulations for transit projects under the Environmental Assessment Act, will be followed for this stage of the study.
Public Consultation
An initial Public Information Centre was held on Thursday, October 16, 2008 at North York Civic Centre. View the presentation material.
A final public meeting, under the formal Transit Project Assessment Process, was held on December 3, 2008 to discuss the final alignment, station layouts, construction methods and more.
An additional public meeting was held in the Yonge/Eglinton area on Tuesday, January 20, 2009.

Project History
Conceptual and Functional Planning studies have provided an evaluation of alignment alternatives, station locations and associated facilities in consultation with public and government stakeholders to develop a technically feasible solution, including preliminary construction methods. The project will also include planned improvements to address current service levels and existing capacity.
City Council has approved a Staff Report with amendments (EX28.1), supporting the submission of an Environmental Project Report as part of the Transit Project Assessment Process. A Notice of Completion (PDF) was issued and published on February 2, 2009.
The public comment period ended on March 4, 2009. Minor revisions have been made to the Environmental Project Report. The Report and a Summary of Changes can be viewed at vivaNext. The Minister of the Environment issued a Notice to Proceed on April 6, 2009 and a Statement of Completion was filed on May 4, 2009.
Metrolinx released its Benefits Case Analysis for the Yonge Subway Extension in June, 2009.
