Proposed 2012 Solid Waste Rates

Notice is hereby given that City officials are recommending that the Council of the City of Toronto pass a by-law to set the 2012 Solid Waste Rates as set out below effective January 1, 2012, unless otherwise specified*:


Residential Rates

The following multi-residential front-end rates have not changed; SWMS is recommending the multi-residential curbside (subscription) customers rates be amended to this rate structure

Recommended 2012 multi-residential curbside (subscription) collection rates
Base Allotment Fee (per unit/yr) $191.30
Fee for excess waste: un-compacted (per yd³) $13.27
Fee for excess waste: compacted (per yd³) $26.55
Bag only $191.30**
**includes 26 bag tags per unit

The annual rebate per unit of $185 will apply to multi-residential curbside (subscription) customers.

All other Residential Rates and Rebates will remain unchanged


Non-Residential Rates (Formerly Commercial)
*effective July 1, 2012 for customers previously excluded to be phased in through to 2015

The following curbside bin, tip fees and premium organics rates have not changed for eligible commercial properties with the exception of a new Twice Weekly Premium Organics Collections Fee; SWMS is recommending the eligibility criteria for eligible commercial properties be expanded to include previously excluded properties, such as but not limited to a hospital, a library, a place of worship, a City-owned property which is exempt from property taxation, a facility which provides community support services, profit and non-profit nursing/retirement homes, charitable organizations, and schools that are not otherwise captured by the school board rate

SWMS is recommending that the Non-Residential (Formerly Commercial) front end rate structure be modified to a rate per cubic yard for actual lifts and volume collected rather than the current structure which charges an annual fee per bin by size

Transfer Station Fees
SWMS is recommending that a new transfer station fee be established to permit haulers to weigh their load for their own information. Dumping the load is not required

ABCDs Rates *effective July 1, 2012
SWMS is recommending that the ABCD front end rate structure be modified to a rate per cubic yard for actual lifts and volume collected rather than the current structure which charges an annual fee per bin by size

School Board Rates *effective July 1, 2012
SWMS is recommending that the School Board front end rate structure be modified to a rate per cubic yard for actual lifts and volume collected rather than the current structure which charges an annual fee per bin by size

Un-compacted (per yd³) $6.65
Compacted (per yd³) $13.30

The recommendation is that all other Solid Waste Management rates remain unchanged.

The Budget Committee of Toronto City Council will receive presentations from any person, or their counsel, agent or solicitor, who wishes to speak to the matter, on Thursday, November 10, 2011, at 9:30 a.m., in Committee Room 1, second floor, City Hall, 100 Queen Street West, Toronto

To assist in scheduling, if you wish to address the Budget Committee, please notify the City Clerk, Budget Committee, by calling 416-392-1032 or 416-397-7768, or e-mail buc@toronto.ca by no later than 4:30 p.m., November 9, 2011. There will be a 5 minute time limit for each presentation.

To submit written comments to the Budget Committee, please send your letter to Merle MacDonald, City Clerk's Office, Toronto City Hall, 100 Queen Street West, 10th floor, West Tower, Toronto, ON M5H 2N2, by e-mail buc@toronto.ca or fax 416-392-1879. Any comments received after the Budget Committee meeting will be processed to Council.

The Budget Committee's recommendations will be forwarded for Executive Committee's consideration at its special meeting on November 21, 2011, and to City Council at its meeting on November 29, 2011. The adopted fees will be implemented through a by-law that will amend the Municipal Code.

While the 2012 Residential Solid Waste Rate Report sets out the recommended rate, the appropriate Committee may change these recommendations and Toronto City Council may adopt rates that differ from the recommendations, including rates that are higher or lower than the rates set out above.
