The City has prepared a detailed plan to resume normal City services and programs. The plan was announced at 3 p.m. on Thursday, July 30 by the Mayor and City Manager. The City of Toronto wishes to thank residents and businesses for their patience and support during the labour disruption.

The information on the links below outlines the services that were affected by the strike by members of Locals 79 and 416.

Information for City of Toronto employees

Residents and businesses with questions about resumption of City programs and services may contact Access Toronto at
416-338-0338. Access Toronto is open 24 hours a day, 7 days a week. Sign up to receive the City's news releases and other

Police, Fire, TTC and Long Term Care Homes & Services (Homes for the Aged) are not affected by a labour disruption. Emergency calls for ambulance/paramedic services will continue as usual. Non-emergency and low priority calls may be affected.

The City’s water supply and sewage treatment systems will continue to function within established safety and quality standards.

The City's current efforts are concentrated on maintaining as many City services as possible. With the exception of refunds for day camp, swimming and leadership programs, the City will deal with refunds once the labour disruption ends and normal City services resume.


The following service adjustments will be in place for the duration of a strike by the Canadian Union of Public Employees Local 79 and the Toronto Civic Employees' Union Local 416 (CUPE).

Council and Committee Meetings and Environment Days

Cancelled

All scheduled meetings of Council, community councils, standing committees, advisory committees and task forces will be cancelled. More information. This includes hearings conducted by the Committee of Adjustment and the Property Standards Committee and their area panels. All public consultation meetings are cancelled and will be rescheduled.

All Environment Days scheduled during the labour disruption will be rescheduled

City Hall, Metro Hall and Civic Centres

Public access to City Hall, North York Civic Centre, Metro Hall, York Civic Centre and Scarborough Civic Centre will be restricted to ground floors only, Monday to Friday, 8 a.m. to 4:30 p.m. only. The public may have to cross picket lines to enter these buildings. In a legal labour disruption, unions have a lawful right to picket. Anyone who encounters any problems in attempting to cross a picket line is encouraged to speak with a City management staff person who will be present. Access to parking at some City facilities may be delayed. Members of the public having business on other City floors will require an escort by a representative of the program area with whom they have business.

Courier deliveries will continue to be accepted in the City Hall and Metro Hall mail rooms.

Submission of Official Documents

In-person delivery of mail or documents addressed to the City Clerk, including appeals of planning matters to the Ontario Municipal Board will be accepted at the City Clerk's Office counter on the ground floor of City Hall.

City Clerk's Office service counters at Etobicoke, North York and Scarborough Civic Centres will be closed.

Cancelled services

  • All tours, visits, presentations and official City events
  • Research of past decisions and bylaws
  • Receiving and responding to City employment applications
  • Public education program and school/community group tours of City Hall

Wedding Chambers

Wedding ceremonies will continue during regular business hours from Monday to Saturday at Toronto City Hall. Only scheduled ceremonies at North York Civic Centre will take place. No new bookings will be accepted during the strike, except at Toronto City Hall.

Toronto City Hall will continue to issue marriage licences.

Garbage Collection

Houses

Residential curbside garbage, green bin and recycling collection is cancelled in all areas of the City except Etobicoke.

All city-wide yard waste, white goods (e.g., fridges and stoves), household hazardous waste, ElectroVan and HazMobile collection is cancelled, including in Etobicoke.

Residents are encouraged to properly package and store their garbage where possible. Continue to separate Green Bin materials, recyclables and other garbage. Please do not place any items out at the curb.

Each bag of waste must not weigh more than 20 kg (44 lbs) in accordance with Municipal Code Chapter 844-14 B (see general requirements on page 15.

For houses with no collection services:

During the strike, you may drop off your garbage at one of seven transfer stations or at any of the temporary drop-off locations across Toronto. Hours of operation and directions are provided below. You may experience delays at the sites. Your patience, understanding and cooperation is appreciated during this time.

Spraying at closed temporary drop-off sites

Information about rat/rodent control -- 416-338-RATS

Temporary drop-off sites have been opened at a number of locations for the duration of the strike. All sites are approved by the Ministry of the Environment for use as temporary garbage storage sites. Toronto Public Health inspectors monitor all sites daily. Professional pest and odour control measures are in place at all temporary locations.

Pest control includes spraying and traps. The chemical in the spray is the same one used in shampoos to treat head lice and is half the concentration found in the shampoo. The sprays are quick-drying and are broken down by exposure to sunlight. The spray is applied directly to the garbage on site and there is minimal drifting of the spray. The bait in the traps is secured in locked, anchored and tamper-proof stations.

Following visits by Toronto Public Health on July 3 to several of the temporary garbage drop-off sites and in consultation with the Medical Officer of Health, the City amended its spraying protocol. Daily spraying for odour control continues, however now pest control spraying is based on results of a daily individual site inspection. This has the potential to reduce the amount of pest control spraying.

The City will not be removing garbage from the temporary drop-off sites as there are insufficient resources to transfer and dispose of the garbage, and remediate the sites (clean and sanitize) so they can return to public use. Access to transfer stations and the temporary drop-off sites is also limited. The full, closed sites will continue to be patrolled and monitored by both security and City staff for the duration of the strike, and all health and environmental protection measures will continue to be implemented.

Please continue to store recyclables, yard waste and bulky items until normal City services resume. Once your Blue Bin is full, continue to store recyclables in clear plastic bags. Residents should continue to separate Green Bin materials from other garbage until they require disposal. When bringing materials for disposal, please combine Green Bin materials with other garbage, place in securely tied, double plastic bags and bring to any of the drop-off locations. Each bag of waste must not weigh more than 20 kg (44 lbs) in accordance with Municipal Code Chapter 844-14 B (see general requirements on page 15.

To minimize the amount of waste, please:

  • Postpone garden trimming and pruning
  • Use a backyard composter for yard waste and organics (no meat or dairy products should be composted)

Residents are asked:

  • To help elderly and persons with disabilities in their neighbourhood by offering to take their garbage to the designated nearest drop-off locations
  • Not to throw garbage onto streets, into laneways or parks
  • Not to leave litter or waste at litter bins. These will not be emptied during the disruption

Deliveries of pre-ordered new and additional residential Garbage and Blue Bins will continue.

Existing requests for repairs or exchanges of residential bins will be postponed until the labour disruption has ended.

When normal City services resume, residents will be able to put out their additional garbage, without requiring the use of a bag tag, and it will be picked up free of charge.

Apartment Buildings and Condominiums

Garbage collection will continue in most apartment and condominium buildings. Recycling collection will continue in some buildings. Check this list to determine if collection at your building will continue. In buildings where organics collection is already provided, this service will continue.

If your building's name and address does not appear on the list, it means your collection service is cancelled during the labour disruption. Affected residents have the option of dropping off their waste for free at either an official temporary garbage drop-off site or City transfer station (see below list of all these locations, including a map). Please double bag your waste using regular garbage bags. Each bag of waste must not weigh more than 20 kg (44 lbs) in accordance with Municipal Code Chapter 844-14 B (see general requirements on page 15.

Apartment and condo superintendents:

  • Please have containers ready for collection the night before as collection times and days may vary.

Apartments above businesses

Collection from apartments above businesses is cancelled across the city, including in Etobicoke.

Information for small businesses and apartments above commercial in Etobicoke.

Commercial - Yellow bag program customers only

  • Yellow bag program collection is cancelled.
  • Each bag of waste must not weigh more than 20 kg (44 lbs) in accordance with Municipal Code Chapter 844-14 B (see general requirements on page 15.
  • Yellow bag customers may deliver their waste to a transfer station or a temporary garbage drop-off site free of charge. There is no need to use a yellow bag. Please double bag waste in regular plastic garbage bags.
  • Yellow bag customers dropping off a large number of bags should be prepared to show either a business card or business letterhead to identify themselves as program customers.

Commercial - all other businesses (non-yellow bag customers)

  • Commercial waste from all other businesses will be weighed and subject to a $100 per tonne tip fee. All odorous commercial waste must be double bagged.

Temporary drop-off sites:

Temporary drop-off sites were selected based on the following criteria:
  • the site is a City-owned property
  • preference is given to existing paved areas to minimize environmental impacts
  • the site is close to and reasonably accessible by the community
  • the site has vehicular access
  • there is reasonable distance away from residential building
  • the site has the capacity to hold a large volume of waste if necessary
Garbage stored at temporary sites is contained within a fenced enclosure. Place all waste in the fenced area only. The sites have 24-hour security are monitored by City staff and are managed with professional pest and odour controls. All sites have received approval from the Ministry of the Environment for use as temporary garbage storage sites. Toronto Public Health inspectors will monitor the sites to ensure public health is not compromised.

Closed temporary drop-off sites:

Once a site is closed, it continues to be patrolled by both security and City staff. All health and environmental protection measures will continue to be implemented.

Effective July 20, closed temporary sites are being sprayed to control odours only during the day as well as at night. Daytime odour control spraying will take place daily between 7 a.m. and 8 p.m. at three of the closed temporary garbage drop-off sites: Earlscourt Park, Ted Reeve Arena and Christie Pits.

This liquid deodorant is sprayed directly onto the garbage. It contains a common product found in indoor cleaners, and when used properly, is considered safe for human health by Health Canada.

The change of spray schedule does not include the separate night time application of pest control spraying, which will continue as established and as required.

Parks, Forestry and Recreation

Parks will be open for casual use only. There will be no turf or grounds maintenance.

Cancelled

  • All permits in parks, tennis courts, outdoor sports fields and civic squares.
  • Wedding photography permits. No new permits will be issued
  • In-person registration for recreation programs at community centres and civic centres will be cancelled. Registration through touch-tone automatic registration and the internet will continue
  • All recreation programming, including camps, classes, drop-ins, clubs, school visits, walking tours and presentations
  • All City programming in community schools.

Cancellations, Credits and Refunds

  • Refunds for day camp, swimming and leadership program fees for programs scheduled for the weeks of June 22 to July 17 inclusive began to be processed on July 20. Residents who registered for any of these programs can expect refunds by the end of the July. Please check your bank/credit card statements or your mail for your refund.

  • All City-operated indoor/outdoor swimming pools and arenas
  • All City golf courses
  • Outdoor wading pools
  • Some splash pads on timers may remain operational depending on maintenance and site conditions. All others will be closed

Toronto Island ferry service will be cancelled. Island residents will be advised of special transportation arrangements.

Toronto Water

Water supply and sewage treatment systems will continue to function within established safety and quality standards. In the event of any of the following critical situations, contact Access Toronto at
416-338-0338:

  • Severe basement flooding
  • Flooded road surface
  • Blocked sewer connection
  • No water supply
  • Interruption in water service because of a broken water main or local construction
  • To report a broken or leaking water main
  • To report blocked storm sewers
  • An emergency shut-off of water supply (flooding)
  • To report a spill (such as oil or chemical)
  • For water quality issues such as rusty water
  • All non-essential services are suspended

Economic Development, Culture and Tourism

Enterprise Toronto/small business centres located at the Scarborough Civic Centre, City Hall and North York Civic Centre are closed.

The Toronto Film and Television Office is open with reduced service. The film office is located on the first floor of City Hall and is open 8:30 a.m. to 4:30 p.m., Monday to Friday.

Museums, Galleries and Cultural Facilities

City-run museums, art galleries and cultural facilities will be closed and programming and permits will be cancelled. All directly operated facilities will be closed including museums.

Special Events and Farmers' Markets

All City-run scheduled events at Nathan Phillips Square, Metro Square, other civic squares and in parks are cancelled. Contact Access Toronto at 416-338-0338 to confirm if an event is proceeding. Some large special events that are not organized by the City will go ahead as scheduled.

The six farmers' markets that take place on City squares will continue as follows:

  • City Hall, Nathan Phillips Square
  • Metro Hall, Metro Square
  • Etobicoke Civic Centre
  • East York Civic Centre
  • North York Civic Centre, Mel Lastman Square
The markets will operate on a reduced level, with no City support, and will be responsible for their own clean up.

Continuing

All Provincial Offences Court locations within the city remain open for business as usual during the hours indicated on tickets issued and other court documents. Scheduled court appearances including trials will be conducted in accordance with notices that have been sent out.

Transportation Services

Continued services (longer response times):
  • Emergency repairs to expressways, roads, sidewalks and bridges
  • Replacement of damaged or missing stop signs and other safety-related traffic signs
  • Emergency permit requests (utility work, film, construction and temporary street occupancy)
  • Emergency parking permit issuance
  • Emergency bylaw investigations
  • Emergency traffic investigations

Priority will be given to protecting public safety. In these situations, contact Access Toronto at 416-338-0338.

Suspended services:

  • Routine replacement of non-safety-related traffic signs
  • Routine repairs or maintenance to expressways, roads, sidewalks and bridges
  • Street cleaning and flushing
  • Routine pavement marking and bylaw investigations
  • Planning and development review activities
  • Grass cutting in some areas
  • Routine permit requests for utility work, film, construction and temporary street occupancy
  • Routine bylaw investigations and traffic investigations
  • Catch basin cleaning
  • Curb cutting
  • Utility cut repairs
  • Street lighting investigations
  • Traffic data collection and safety reviews

Parking Permits

Parking permits will not be issued during the strike. However, if you receive a parking ticket in a permit parking area for which you have been unable to obtain a parking permit, parking tickets issued in these areas will be cancelled when you obtain your new permit.

Once the strike is over, residents who then wish to purchase parking permits may present tickets issued during the course of the strike for cancellation at the permit parking offices. Tickets will only be cancelled for permit parking infractions that were issued within areas designated under the permit parking program. Residents must be purchasing a new permit in order to have tickets cancelled.

Emergency permits will be issued for businesses/residents if it is an issue of public safety:

  • Excavation with no shoring
  • Excavating near a tree and tree roots are exposed
  • Equipment blocking the sidewalk
  • Closing a street with no notice or permit.
  • Developers have scheduled deliveries i.e. - crane, air conditioner units on top of tall buildings
  • Backed-up sewer and you need to bring in a repair crew
  • Delivery of large disposal bins in residential areas

Visitor parking permits can be obtained 24/7 online.

Employment and Social Services

Three offices will remain open weekdays between 9:30 a.m. and 3 p.m. to offer emergency financial assistance only. Clients may visit or contact any of the following offices during a labour disruption:

  • Scarborough West – 1225 Kennedy Rd – 416 392-2800

Both new and existing Employment & Social Services clients can go to any of the above locations for service irrespective of their postal code for the duration of the strike.

Assistance for job seekers will not be available. Clients who already receive Ontario Works benefits each month by cheque or direct deposit will continue to do so without interruption. Case workers will not be available during a labour disruption.

For municipal child care families who have paid child care fees in advance, any refunds owed as a result of the strike will be made as an adjustment to families' accounts. Invoices will be sent out once centres re-open and normal City services resume. Invoices will reflect these adjustments.

Shelter, Support and Housing Administration

City-funded agencies that provide a range of services to homeless and marginally housed people, including emergency shelters, drop-ins, housing help and Rent Bank, will continue to receive funding, allowing them to maintain these services. This includes social housing providers who will be able to continue to subsidize rents for their eligible residents.

Beaches

Lifeguards continue to be on duty at all beaches throughout the strike. Limited testing of water quality that meets the Ministry of Health’s protocol requirementsis being conducted Mondays to Fridays at:
  • Sunnyside Beach
  • Cherry Beach

  • Kew-Balmy Beach
  • Bluffer's Park Beach
Swimming conditions

Because of the strike, water quality testing is not being conducted at:

  • Rouge Beach
  • Marie Curtis Park East
  • Hanlan's Point
  • Gibraltar Poin tBeach
  • Centre Island
  • Ward's Island

Swim at your own risk. Daily water quality testing at all beaches will resume when normal City services resume.

Water quality at Blue Flag beaches is normally good. Before the strike began on June 22, all beaches had been posted safe for swimming. After a heavy rainfall, water quality at all beaches may worsen and cause illness for up to 48 hours, especially in beaches near rivers such as Rouge Beach, Sunnyside Beach and Marie Curtis Park East.

During the strike, other than water quality testing, the City will not meet all key Blue Flag criteria and therefore Blue Flag status has been suspended. Once normal City services resume the City will work quickly to ensure the return to Blue Flag status.

City Planning

  • No planning applications, current applications for amendments to the Official Plan or zoning bylaws or Committee of Adjustment applications will be processed.
  • All scheduled Committee of Adjustment meetings or hearings scheduled to take place during the disruption are cancelled and will be rescheduled.
  • Pending Committee of Adjustment Notices of Decision required under the Planning Act will be sent out.
  • Adjournments are being sought for Ontario Municipal Board hearings on planning-related matters.

Toronto Building

  • Toronto Building will only provide limited services.
  • As of July 20 several hundred construction permits for applications submitted before June 22 are available for pick up. Others that were previously reviewed for compliance with various bylaws and Building Code are being processed. Toronto Building will review permit applications submitted before
    June 22 for small residential and commercial projects and standalone plumbing and mechanical installations for compliance.
  • Applicants whose permits are ready will be contacted by Toronto Building staff. The City asks that applicants wait to be contacted and not call as staff resources remain limited. City Hall, Metro Hall, North York and York Civic Centres are open weekdays from 8 a.m.to 4:30 p.m.
  • Toronto Building is unable to accept new applications.
  • In the event of an emergency related to an unsafe building, contact Access Toronto at 416-338-0338 for the on call building inspection staff.
  • No preliminary project applications, zoning reviews, or property information letters can be applied for, processed or issued.
  • No progress inspections will be undertaken during the strike.
  • Toronto Building will require and review documentation provided by the applicant after the strike ends to determine whether work that progresses beyond the stage of a required inspection during the strike period is in compliance with the issued permit. Documentation provided must be verified by a qualified designer responsible for the design. Where Toronto Building is not satisfied that compliance has been demonstrated, inspectors may issue orders, or take whatever action is necessary to achieve compliance with the Building Code Act or the Building Code.

Municipal Licensing and Standards (ML&S) & Animal Services

  • The vehicle inspection facility at 843 Eastern Ave. will be closed. There will be no taxi or vehicle inspections. Inspections will be rescheduled.
  • Licences for trades, businesses and vehicles will not be issued or renewed. Those businesses whose licences expire during the strike will continue to operate and can renew their license after normal City services resume.
  • All taxicab, limousine and CPR training at the ML&S Training Centre at 1530 Markham Rd. will be cancelled.
  • Only emergency orders will be issued and only emergency inspections of unsafe conditions will take place.
  • Toronto Animal Services will maintain emergency services:
    • animal bites and attacks, 24 hour/7 days a week rescue of distressed, sick and injured stray domestics and wildlife, pick up of all stray confined dogs and most stray cats where the finder believes the cat is in distress or unowned.
    • investigating bites and attacks, issuing muzzle orders and where determined warranted pursuing charges picking up protective custody animals – whose owner/s are incarcerated, died, or abandoned the animal appropriately applying pit bull-related legislation where indicated
  • Reporting of dead animals for pick up can be done seven days a week. Call 416-338-PAWS.
  • Pet licences will not be issued or renewed.

Parking Tag Operations

Parking tag payment deadlines will not be extended during a strike.

The automated touchtone telephone system 416-397-TAGS (8247) operates 24 hours a day, providing general parking tag information and allows you to inquire about your specific parking tag as well as make payments.

Provincial offences:

Courts administered by the City to process provincial offences, mostly traffic tickets (not parking ticket payments or disputes), continue to remain open Monday to Friday from 8:30 a.m. to 5 p.m. One location is also open on a rotating basis on Saturday from 8:30 a.m. to 2 p.m. (excluding long weekends). No trials are held on Saturdays, however many common transactions are available including filing court documents and obtaining information about court processes.

Utility (Water and Solid Waste) and Property Tax Bill Payments

The final 2009 property tax bills are due as per the due dates identified on your tax bill.

Utility and property tax bill payment options:

  • Mailing your payment to the address listed on your bill (cheques only)
  • At most chartered banks
  • Drop boxes located at various public library branches – see locations listed on your bill (cheques only)
  • Drop boxes located at City Hall and the civic centres (cheques only)
  • Paying at your bank machine, by telephone banking or by Internet banking

Utility bills for commercial and high volume accounts will be issued based on estimated water consumption levels for the billing period. Residential Utility bills will be issued during a strike and will also be based on estimated water meter readings using historical consumption. 

Water Meters and Residents Moving

Residents who move during the strike are required to submit a final water meter reading to the City at the home they are moving from. Residents have two options: submit the reading using the automated telephone meter reading service at 416-397-READ (7323) or submit the reading online.

Residents moving into new homes should fax the new ownership information to Revenue Services at 416-696-3640 so that a new utility account can be set up. You should also submit a meter reading to mark the beginning of your tenure to 416-397-READ (7323) or online.

No direct notification required to Toronto Water is required as there is no water shut off/turn on required.

Closing dates for City-issued all tenders, Request for Quotations, Request for Proposals and Request for Expressions of Interest will be honoured and remain unchanged unless advised otherwise. Bidders should allow adequate time to cross any information/picket lines before entering City Hall. The Purchasing and Materials Management Division will advise bidders of any extension to official closing times for bid documents.

The Purchasing & Materials Management Division may need to discontinue or reduce the following services, however, these services will continue unless otherwise advised:

  • Conducting daily public openings of bids.
  • Warehouse closures may take place at specific locations.
  • Notification to suspend material deliveries will be issued to suppliers with outstanding purchase order deliveries for the closed warehouse locations.

Toronto Public Library

For most of Toronto Public Library's 99 branches, it will be business as usual during the strike by Locals 79 and 416. However, five Toronto Public Library branches located in shared facilities with City services will close for the duration of the labour dispute. They are: Armour Heights, Flemingdon Park, St. James Town, Todmorden Room and Port Union.

With the exception of the Leading to Reading program and the Settlement and Education Partnership in Toronto (SEPT) program, all programs and services normally offered at these branches will be cancelled.

The book drops at these branches will close. Fines will be waived for books due at the closed branch for the duration of the labour disruption.
