Appointment to the Newly-Amalgamated Scarborough Hospital,

Board of Directors

(City Council on July 6, 7 and 8, 1999, adopted this Clause, without amendment.)

The Striking Committee:

(1) recommends that the following Member of Council be appointed to the newly-amalgamated Scarborough Hospital, Board of Directors:

B. Duguid, Scarborough City Centre

for a term of office commencing when such Board takes effect and expiring on November 30, 2000, and until his successor is appointed; and

(2) notes that the following appointments will cease once the newly-amalgamated Scarborough Hospital comes into effect, which appointments were approved by City Council on May 11 and 12, 1999, by its adoption of Clause No. 1 contained in Report No. 6 of the Striking Committee:

(i) Salvation Army Grace Hospital, Board of Management (Scarborough):

(ii) Scarborough General Hospital, Board of Governors:

Duguid, B.

The Striking Committee reports, for the information of Council, having been advised that Members of Council were canvassed on June 23, 1999, to determine their interest in being appointed to the Board of Directors of the newly-amalgamated Scarborough Hospital; and that Councillor B. Duguid indicated his interest in this appointment.

The Striking Committee submits the following communication (June 14, 1999) from Mr. Ronald Bodrug, President and Chief Executive Officer, Scarborough General Hospital:

Re: Council Representation for the Newly-Amalgamated Scarborough Hospital

The Salvation Army Scarborough Grace and Scarborough General Hospitals are amalgamating with the likely date being July 31, 1999.

We are supportive of Brad Duguid being the Council representative for the Scarborough Hospital.

I would appreciate it if you could make the necessary arrangements to confirm Brad Duguid's appointment.

If you have any questions, do not hesitate to contact me.

The Striking Committee also submits the following communication (June 23, 1999) from Ms. Judy Sweetapple, Executive Assistant to the President, The Salvation Army Scarborough Grace Hospital:

Thank you for your letter of May 21 advising that:

The City of Toronto at its meeting on May 11 and 12, 1999, appointed Councillors N. Kelly and D. Mahood to the Board of Management, The Salvation Army Scarborough Grace Hospital, for a term of office commencing the effective date of the City's new governance structure, June 14, 1999, and expiring November 30, 2000 and until their successors are appointed.

As confirmed with you by telephone, Scarborough Grace Hospital is currently undergoing a merger process with Scarborough General Hospital. Legal counsel has advised that July 30, 1999 is the anticipated date for the merger.

Your letter was shared with the Transition Team for the new Hospital (to be known officially as "The Scarborough Hospital") at a meeting of the Transition Team held on June 16, 1999. It was noted that the current By-laws for Scarborough Grace provide for two members from City Council to be appointed to the Board of Directors, while Scarborough General has one City Councillor appointed to its Board. The By-laws for the merged hospital "The Scarborough Hospital" require only one appointment from one City Council:

By-law 4.1(c):

"A member of the Toronto City Council from the Scarborough Region appointed by the Toronto City Council, as an 'ex-officio' member of the Board."

At its meeting on June 6, 1999, the Transition Team recommended that Councillor Brad Duguid (the current City Council appointee at Scarborough General) be appointed to the new Board of Directors at The Scarborough Hospital. The Transition Team requested that City Council consider this recommendation in making its decision and official appointment.

Since the names of all Board members are to be included in the Letters Patent which must be filed shortly, we look forward to your early consideration of this request.

Appointments to the Film Liaison Industry Committee (FLIC)

(City Council on July 6, 7 and 8, 1999, adopted this Clause, without amendment.)

The Striking Committee recommends that the following six Members of Council be appointed to the Film Liaison Industry Committee (FLIC) for a term of office expiring November 30, 2000, and until their successors are appointed:

M. Augimeri, Black Creek

B. Disero, Davenport

M. Feldman, North York Spadina

G. Lindsay Luby, Kingsway-Humber

M. Silva, Trinity-Niagara

M. Tzekas, Scarborough Wexford.

The Striking Committee reports, for the information of Council, having been advised that Members of Council were canvassed on June 3, 1999, to determine their interest in being appointed to the Film Liaison Industry Committee.

The Striking Committee submits the following report (June 18, 1999) from the City Clerk:

Purpose:

The purpose of this report is to provide Members of Council with a list of Member's preferences for appointment to the Film Liaison Industry Committee.

Funding Sources, Financial Implications and Impact Statement:

Not applicable.

Recommendation:

It is recommended that the Striking Committee give consideration to Members' preferences outlined in Schedule 1, and recommend to City Council appointments to the Film Liaison Industry Committee of six Members of Council who are interested in the film and television industry, with preference being given to achieving a geographical balance, for a term of office expiring on November 30, 2000, and until their successors are appointed.

Council Reference/Background/History:

City Council on May 11 and 12, 1999, adopted, without amendment, Clause No. 6 contained in Report No. 7 of The Economic Development Committee, headed "Film Liaison Industry Committee", and in so doing, adopted the following recommendation of the Economic Development Committee:

"(2) that six Councillors who are interested in the film and television industry be appointed to FLIC with preference being given to achieving a geographical balance, and that the Clerk be requested to canvass Councillors for their interest in being appointed to this Committee, and submit a list of interested members to the Striking Committee for its consideration."

Comments and/or Discussion and/or Justification:

Members of Council were canvassed on June 3, 1999, to determine their interest in being appointed to the Film Liaison Industry Committee. The attached Schedule 1 contains a list of those Members who have indicated an interest in such appointment.

Conclusion:

It is recommended that the Striking Committee recommend to City Council appointments to FLIC of six Members of Council who are interested in the film and television industry, with preference being given to achieving a geographic balance, for a term of office expiring on November 30, 2000, and until their successors are appointed.

Appointments to the Task Force on Community Safety

(City Council on July 6, 7 and 8, 1999, amended this Clause by adding thereto the following:

"It is further recommended that:

(1) the membership of the Task Force on Community Safety be increased by one Member of Council to provide for the appointment of six Members of Council to the Task Force on Community Safety; and

(2) Councillor Rob Davis, York-Eglinton, be appointed to the Task Force on Community Safety, for a term of office expiring November 30, 2000, and/or until his successor is appointed.")

The Striking Committee recommends that the following five Members of Council be appointed to the new Task Force on Community Safety for a term of office expiring November 30, 2000, and until their successors are appointed:

B. Duguid, Scarborough City Centre

C. Korwin-Kuczynski, High Park

P. McConnell, Don River

F. Nunziata, York Humber

B. Sinclair, Rexdale-Thistletown.

The Striking Committee reports, for the information of Council, having been advised that Members of Council were canvassed on May 18, 1999, for their interest in being appointed to the new Task Force on Community Safety.

The Striking Committee submits the following report (June 18, 1999) from the City Clerk:

Purpose:

The purpose of this report is to provide Members of Council with a list of Member's preferences for appointment to the Task Force on Community Safety.

Funding Sources, Financial Implications and Impact Statement:

Not applicable.

Recommendation:

It is recommended that the Striking Committee give consideration to Members' preferences outlined in Schedule 1 and recommend to City Council the appointment of 5 Members of Council representing all areas of the City (at least one from the North, West, South, and East districts) for this appointment for a term of office expiring on November 30, 2000.

Council Reference/Background/History:

City Council on March 2, 3, and 4, 1999, adopted, as amended, Clause No. 4 of Report No. 5 of the Strategic Policies and Priorities Committee, headed "Final Report of the Task Force on Community Safety", which sets out the composition of the Task Force, 5 of whom shall be Members of Council representing all areas of the City (at least one from the North, West, South, and East districts).

Comments and/or Discussion and/or Justification:

Members of Council were canvassed on May 18, 1999, to determine their interest in being appointed to the Task Force on Community Safety. The attached Schedule 1 contains a list of those Members who have indicated an interest in such appointment.

Conclusion:

It is recommended that the Striking Committee recommend to City Council the appointment of five Members of Council representing all areas of the City (at least one from the North, West, South, and East districts) for this appointment for a term of office expiring on November 30, 2000.

The Striking Committee also submits the following communication (May 4, 1999) from Councillor Brad Duguid, Scarborough City Centre:

I write with regard to the agenda item pertaining to the appointment of Members of Council to the Task Force on Community Safety.

I wish to advise you of my preference to continue as a Member of the Task Force on Community Safety. While the bulk of our initial work has been done, it is important that the Members of this newly reconstituted Task Force are committed to the difficult job of monitoring and guiding the implementation of the Task Force on Community Safety Recommendations.

I would welcome the opportunity to work with Councillor Rob Davis and the other Members of Council who are appointed to the Task Force. In particular, I would recommend that Councillors such as Chris Korwin-Kuczynski and Bruce Sinclair be considered, as they contribute greatly to the Task Force's work over the last year and a half and their continued interest and involvement would be helpful.
