SPEED AND VOLUME STUDIES AND RESIDENT SURVEY RESULTS REGARDING TRAFFIC CALMING
ON VARIOUS STREETS

Purpose:
To report survey results undertaken on the feasibility of installing traffic calming on various street sections of McRoberts
Avenue, Rushton Road, Westmount Avenue, Willard Avenue, and Winnett Avenue.
Financial Implications and Impact Statement:
There are no financial implications resulting from the adoption of this report.
Recommendation:
It is recommended that this report be received for information.
Comments:
Councillors for York Humber and York Eglinton have requested Transportation Services staff to report to York
Community Council the results of volume and speed studies undertaken on various street sections of McRoberts Avenue,
Rushton Road, Westmount Avenue, Willard Avenue, and Winnett Avenue.
The following breakdown summarizes the results of those studies for each of the individual streets:
1. McRoberts Avenue between Rogers Road and Corby Avenue
McRoberts Avenue between Rogers Road and Corby Avenue is classified as a local roadway operating two-way in a
north/south direction with a pavement width of 7.32 metres. The speed
limit is 40 km/h.
Volume and speed studies conducted over a seven-day period in July 1999, recorded an average combined daily total of
611 vehicles travelling at a combined average speed of 28.9 km/h, with 22% of these vehicles travelling at speeds greater
than 40 km/h. We further recorded a combined daily operating speed (the speed at which 85% of motorists travelled at or
below) of 42.5 km/h over the period of the study.
2. Rushton Road between Valewood Avenue and Vaughan Road
Rushton Road between Valewood Avenue and Vaughan Road is classified as a local roadway operating one-way in a
northbound direction with a pavement width of 8.5 metres. The speed limit is 40 km/h.
Volume and speed studies conducted over a seven-day period in June 1999, recorded an average combined daily total of
1162 vehicles travelling at a combined average speed of 43.0 km/h, with 65% of these vehicles travelling at speeds greater
than 40 km/h. We further recorded a combined daily operating speed (the speed at which 85% of motorists travelled at or
below) of 52.9 km/h over the period of the study.
3. Westmount Avenue between Cloverlawn Avenue and Rogers Road
Westmount Avenue between Cloverlawn Avenue and Rogers Road is classified as a local roadway operating one-way in a
southbound direction with a pavement width of 7.32 metres. The speed limit is 40 km/h.
Volume and speed studies conducted over a seven-day period in July 1999, recorded an average combined daily total of
1340 vehicles travelling at a combined average speed of 39.0 km/h, with 49% of these vehicles travelling at speeds greater
than 40 km/h. We further recorded a combined daily operating speed (the speed at which 85% of motorists travelled at or
below) of 47.0 km/h over the period of the study.
4. Willard Avenue between Annette Street and St. Johns Road
Willard Avenue between Annette Street and St. Johns Road is classified as a local roadway operating two-way in a
north/south direction with a pavement width of 8.5 metres. The speed limit is 40 km/h.
Volume and speed studies conducted over a seven-day period in July 1999, recorded an average combined daily total of
800 vehicles travelling at a combined average speed of 39.4 km/h, with 56% of these vehicles travelling at speeds greater
than 40 km/h. We further recorded a combined daily operating speed (the speed at which 85% of motorists travelled at or
below) of 50.4 km/h over the period of the study.
5. Winnett Avenue between Normanna Avenue and Hursting Avenue
Winnett Avenue between Normanna Avenue and Hursting Avenue is classified as a local roadway operating one-way
southbound with a pavement width of 7.32 metres. The speed limit is 40 km/h.
Volume and speed studies conducted over a seven-day period in June 1999, recorded an average combined daily total of
657 vehicles travelling at a combined average speed of 38.3 km/h, with 46% of these vehicles travelling at speeds greater
than 40 km/h. We further recorded a combined daily operating speed (the speed at which 85% of motorists travelled at or
below) of 50.1 km/h over the period of the study.
Based on the study results outlined above, staff undertook a survey of resident owners, non-resident owners, and tenants of
those identified street locations, to determine the levels of support for traffic calming measures. It was concluded that
traffic calming is supported if more than 50% of those surveyed responded and if more than 50% of those responses were
in favour.
The attached Appendix details the results of the resident's survey for each individual street section.
Conclusions:
The survey results reveal the total number of responses received on all five (5) streets identified above was less than 50%
of the total number survey. In view of the low response rate, traffic calming is not recommended at this time on the
following streets:
· McRoberts Avenue between Rogers Road and Corby Avenue
· Rushton Road between Valewood Avenue and Vaughan Road
· Westmount Avenue between Cloverlawn Avenue and Rogers Road
· Willard Avenue between Annette Street and St. Johns Road
· Winnett Avenue between Normanna Avenue and Hursting Avenue
