City Council on August 5 and 6, 2009, adopted the following:

 

1.         City Council amend the Zoning By-law for the property at 60-70 Esther Lorrie Drive substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 5 to the Final Report (April 28, 2009) from the Director, Community Planning, Etobicoke York District, subject to the following amendments contained in the Supplementary Report (June 8, 2009) from the Director, Community Planning, Etobicoke York District:

 

a.         Amend clause 5 to substitute the figure 37,800 square metres for the figure 39,300 square metres where it appears in the second line;

 

b.         Amend clause 6 to substitute the figure 1.41 times the area of the Lands for the figure 1.47 times the area of the Lands where it appears in the first line;

 

c.         Amend the by-law to append the revised Schedules B and B2 (Building height) appended to this report;

 

d.         Amend Clause 15, Section 1 to read:

 

“Prior to the issuance of the first above ground building permit (excluding sales office), the owner shall be required to provide adequate funding, satisfactory to the Chief Planner and Executive Director, City Planning Division, and the Director of Development Engineering and at no cost to the City to install 2 public transit shelters at Toronto Transit Commission stops in the area.”;

 

e.         Amend Clause 15 to delete Sub-sections 1.1 through 1.3 where they appear in Section 1;

 

f.          Amend the by-law to add a new clause 16 as follows:

 

“Prior to the issuance of the first above ground building permit (excluding sales office), the owner shall be required to make arrangements satisfactory to the Chief Planner and Executive Director, City Planning Division, to provide funds  in the amount of $150,000 for improvements to Sunnydale Acres Park.”; and

 

g.         Amend Section 2 clause (ii) to read:

 

“new amenity upgrades including the provision of a 180 square metre indoor meeting room within the proposed building for the exclusive use of residents of the existing buildings.”

 

2.         City Council approve the allocation of additional funds in the Section 37 Agreement from the developer to the Rexdale Library in the amount of $15,000 for a new fire alarm system and an improved card access security system.

 

3.         City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendment as may be required.

 

4.         Before introducing the necessary Bills to City Council for enactment, require the applicant/owner to:

 

a.         Provide a detailed engineering drawing sealed and signed by a Professional Engineer, on City Title Block at a scale of 1:200 and a detailed cost estimate for a 15 metre eastbound auxiliary left turn storage lane with a 15 metre taper at the west approach to the Esther Lorrie Drive/Kipling Avenue intersection; and

 

b.         Enter into a Section 37 Agreement of the Planning Act to secure community benefits outlined in Attachment 6.

Etobicoke York Community Council held a statutory public meeting on May 14, 2009 which was continued on June 9, 2009.

City Council on August 5 and 6, 2009, adopted the following:

 

1.         City Council not approve the installation of traffic control signals at the intersection of Rexdale Boulevard and Tidemore Avenue at this time as the Traffic Control Signal Warrant is not achieved.

Etobicoke York Community Council:

 

1.         Approved the application for an exemption from Chapter 447, Fences, of the Toronto Municipal Code, to construct a solid board wood fence in the front yard at 12 Grenview Boulevard North, measuring 2.49 metres in height commencing at the street line approximately 2.95 metres from the back face of the sidewalk, along the south property line.

1.         Approved the request for variance from Article I of Chapter 693, Signs, of the Toronto Municipal Code, to permit installation of one v-shaped illuminated third-party trivision ground sign at 200 Evans Avenue and within 400 metres of the limit of the F.G. Gardiner Expressway, subject to:

 

a.         any annual licensing fees as required, including those fees as may be required under the new City-wide harmonized Sign By-law.

Etobicoke York Community Council:

 

1.         Approved the variance from Article I of Chapter 693, Signs, of the Toronto Municipal Code, to allow an existing double face illuminated third-party ground sign to remain at 660 Evans Avenue and within 400 metres of the limit of the F.G. Gardiner Expressway, subject to:

 

a.         any annual licensing fees as required, including those fees as may be required under the new City-wide harmonized Sign By-law.

 

Etobicoke York Community Council:

 

1.         Approved the variance from Article I of Chapter 693, Signs, of the Toronto Municipal Code, to allow an existing double face illuminated third-party ground sign to remain at 16 Arnold Street and within 400 metres of the limit of the F.G. Gardiner Expressway, subject to:

 

a.         any annual licensing fees as required, including those fees as may be required under the new City-wide harmonized Sign By-law.

 

Etobicoke York Community Council:

 

1.         Approved the variance from Article I of Chapter 693, Signs, of the Toronto Municipal Code, for 2 Wickman Road, subject to the following conditions:

 

a.         Both faces of the existing billboard to be converted to digital with static images, as the only permitted uses.

 

b.         The static images will be allowed to change every 5 to 10 seconds.

 

c.         Video, scrolling, full motion or animation will not be permitted uses, only static digital images be permitted.

 

d.         This technology shall allow for the digital board to automatically adjust itself to control any ambient light levels.

 

e.         Time be provided for the City of Toronto and/or the immediate community, to use for community messages, Amber Alerts, etc.

 

f.          The operator shall provide the City of Toronto with a Letter of Credit in the amount of $5,000.00 to be held and only used by the City, in the event the digital board is not compliant with the conditions of this approval.

 

g.         Payment of any annual licensing fees as required, including those fees as may be required under the new City-wide harmonized sign By-law.

Etobicoke York Community Council:

 

1.         Deferred consideration of the report (April 23, 2009) from the Director and Deputy Chief Building Official, to its meeting on September 15, 2009.

Etobicoke York Community Council:

 

1.            Approved the request for variance from Chapter 215, Signs, of the former City of Etobicoke Municipal Code to erect a First Party Illuminated Fascia Sign for “Queensway Park”, located on the south elevation of the building at 8 Avon Park Drive.

 

2.            Directed that the applicant be advised, upon approval of variances, of the requirement to obtain the necessary sign permit.

Etobicoke York Community Council:

 

1.         Approved the request for a variance from Chapter 215, Signs, of the former City of Etobicoke Municipal Code to erect a Third Party Illuminated Sign for a Harvey's at 5485 – 5487 Dundas Street West.

 

2.         Directed that the applicant be advised, upon approval of variances, of the requirement to obtain the necessary sign permit.

Etobicoke York Community Council:

 

1.            Approved the request for variances from Chapter 297, Signs, of the former City of Toronto Municipal Code, to erect a double sided illuminated first party sign with reader board at the south-west corner of Dufferin Street and Ascot Avenue for Hudson College at 21 Ascot Avenue, on the condition that the banner signs identified in the report along Dufferin Street be removed prior to the issuance of a building permit, for the reasons outlined in the report (May 15, 2009) from the Director and Deputy Chief Building Official.

 

2.            Directed that the applicant be advised, upon approval of variances, of the requirement to obtain the necessary sign permit.

Etobicoke York Community Council approved the application to operate an outdoor boulevard café at the front of 3341-3343 Lake Shore Boulevard West, which occupies an area of 10.78 square metres on the municipal boulevard, on the following conditions:

 

1.         The City Solicitor to be authorized to prepare an encroachment agreement for the existing encroachment.

 

2.         The owner to pay all fees associated with the preparation of the agreement and pay an annual fee of $11.00 per square metre, plus G.S.T.; fees are subject to change.

 

3.         The signed agreement to be returned to the City of Toronto along with the required Certificate of Insurance, evidencing  a third party bodily injury and property damage insurance in the amount of $2,000,000.00 or such other coverage and greater amount as the City may require, and naming the City of Toronto as an additional insured party under the policy.

 

4.         The Certificate of Insurance shall be renewed and a copy thereof submitted to Municipal Licensing and Standards on an annual basis for the life of the encroachment.

 

5.         The outdoor boulevard café only to be licensed for seasonal use, between the period of May 1st to October 31st and the patio furniture and fence to be removed from the municipal boulevard at the end of the season.

 

6.         No audio or video equipment shall be allowed at the Outdoor Boulevard Café.

 

7.         The applicant to operate the Outdoor Boulevard Café in strict compliance with the requirements of the Toronto Municipal Code, Chapter 591, Noise.

 

8.         The owner to obtain the necessary construction/street permits.

 

9.         The owner to maintain the boulevard café in good repair and comply at all times with the regulations set out in the former Municipality of Metropolitan Toronto By-law 41-93, as amended.

 

10.       Notwithstanding condition 7, the outdoor café cease operation at 10:00 p.m. Monday to Sunday.

Etobicoke York Community Council:

 

1.         Directed the Manager, Municipal Licensing and Standards, Etobicoke York District, to report back in one year’s time on any complaints received with regard to the outdoor patio at 3341-3343 Lake Shore Boulevard West.

Etobicoke York Community Council approved the application by the Toronto Parking Authority for an encroachment agreement for a proposed street sign at 271 Scarlett Road, measuring 2.59 metres by 1.22 metres, encroaching on the City road allowance, subject to the following conditions:

 

1.            The City Solicitor be authorized to prepare an Encroachment Agreement for the proposed encroachment.

 

2.            The owner to enter into an Encroachment Agreement with the City of Toronto and pay all fees associated with the preparation of the Agreement. Should an annual fee be charged in future, the owner shall be responsible for payment of the fees.

 

3.            The signed agreement to be returned to the City along with the required Certificate of Insurance, evidencing a third party bodily injury and property  damage insurance in the amount of $2,000,000.00 or such other coverage and greater amount as the City may require, and naming the City of Toronto as an additional insured party under the policy.

 

4.            In the event of  the sale or transfer of the property abutting the encroachment, Legal Services be authorized to extend the Encroachment Agreement to the new owner, subject to the approval of the Executive Director of Municipal Licensing and Standards.

 

5.            The Certificate of Insurance to be renewed on an annual basis for the life of the encroachment.

 

6.            The owner to obtain all necessary construction/streets occupation permit(s) for any work done on the road allowance.

Etobicoke York Community Council:

 

1.         Deferred the Information Report (May 11, 2009) from the District Manager, Municipal Licensing and Standards, to its meeting on September 15, 2009.

 

2.         Directed the Manager, Municipal Licensing and Standards, Etobicoke York District, in consultation with appropriate staff from Toronto Health, Toronto Police Service, Toronto Fire Service and the Alcohol Gaming Commission of Ontario, to report back on:

 

a.         a review of the statistics on a ward-by-ward basis on convictions and complaints on the establishments in the Etobicoke York District, including those that the West End Crime Task Force has brought forward;

 

b.         illicit activities in City-owned parks, in consultation with the Director, Parks Forestry and Recreation, Etobicoke York District;

 

c.         all convictions on a ward-by-ward basis, in consultation with the Toronto Police Service.

 

3.         Directed that when the requested report from the Manager, Municipal Licensing and Standards, is available, that Etobicoke York Community Council forward a copy to the Licensing and Standards Committee, to allow members of the West End Crime Task Force to make a deputation on the matter.

 

4.         Directed that the City Clerk’s office advise the Ratepayer Associations when the report is being considered by the Etobicoke York Community Council.

Etobicoke York Community Council:

 

1.         Deferred consideration of the Supplementary Information Report (May 20, 2009) from the Manager, Municipal Licensing and Standards, Etobicoke York District, on Comprehensive Billboard Audit for Ward 17, to its meeting on September 15, 2009.

Etobicoke York Community Council directed that:

 

1.         City Planning staff schedule a community consultation meeting together with the Ward Councillor for the rezoning application for 3699, 3741-3751 Bloor Street West and 925 Kipling Avenue.

 

2.         Notice for the community consultation meeting be given to landowners and residents within 120 metres of the site and that the notice area for the community consultation area be expanded in consultation with the Ward Councillor and that the additional costs be borne by the applicant.

 

3.         Notice for the public meeting under the Planning Act be given according to the regulations under the Planning Act.

City Council on August 5 and 6, 2009, adopted the following:

 

1.         City Council endorse the action taken by the Etobicoke York Community Council in advising the Alcohol and Gaming Commission of Ontario that it had no objection to the following, in that the Italian Festival event is scheduled to take place prior to the City Council meeting on July 6, 2009:

 

a.         the extension of an existing liquor licence for Eden Trattoria, 1331 St. Clair Avenue West, on the St. Clarens Avenue flankage, from 11:00 a.m. to 2:00 a.m. for the Italian Festival to be held on Saturday, July 4 and Sunday, July 5, 2009

a.         the extension of an existing liquor licence for Eden Trattoria, 1331 St. Clair Avenue West, on the St. Clarens Avenue flankage, from 11:00 a.m. to 2:00 a.m. for the Italian Festival to be held on Saturday, July 4 and Sunday, July 5, 2009

 

b.         the extension of an existing liquor licence for Porto Rotisserie Inc., 1370 St. Clair Avenue West, on the 1 Harvie Avenue flankage, from 11:00 a.m. to 2:00 a.m. for the Italian Festival to be held on Saturday, July 4 and Sunday, July 5, 2009

City Council on August 5 and 6, 2009, adopted the following:

 

1.         City Council amend the Official Plan substantially in accordance with the draft Official Plan Amendment attached as Attachment 8 to the Final Report (May 22, 2009) from the Director, Community Planning, Etobicoke York District, on 2175 Lake Shore Boulevard West – Official Plan and Zoning Amendment and Removal of the Holding Provision Applications.

 

2.         City Council amend Zoning By-law 1994-197 substantially in accordance with the draft Zoning By-law Amendment as described in this report.

 

3.         City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Official Plan Amendment and draft Zoning By-law Amendment as may be required.

 

4.         Before introducing the necessary Bills for enactment, City Council require the owner to enter into a Section 37 Agreement to secure community benefits as outlined in this report and summarized in Attachment 7.

 

5.         City Council authorize staff to undertake a City-initiated Official Plan Amendment in order to incorporate the changes to the internal road system recommended in the recently adopted Humber Bay Shores Urban Design Guidelines Update and Public Realm Plan.

 

6.         The Land Owners Precinct Plan be finalized to the satisfaction of the City Solicitor and City Planning, in consultation with Technical and Transportation Services, prior to the lifting of the Holding Symbol.

The Etobicoke York Community Council held a statutory public meeting on June 9, 2009 and notice was given in accordance with the Planning Act.

City Council on August 5 and 6, 2009, adopted the following:

 

1.         City Council be advised that the Chief Planner intends to approve the draft plan of subdivision, as generally illustrated on Attachment 3 to the report (May 22, 2009) from the Director, Community Planning, Etobicoke York District, in accordance with the delegated approval under By-law 229-2000, subject to:

 

a.         the conditions as generally listed in Attachment 4 to the report (May 22, 2009) from the Director, Community Planning, Etobicoke York District, which except as otherwise noted must be satisfied or secured through the subdivision agreement prior to the release of the plan of subdivision for registration; and

 

b.         such revisions to the proposed subdivision plan or such additional or modified conditions as the Chief Planner may deem to be appropriate to address matters arising from the ongoing technical review of this development.

The Etobicoke York Community Council held a statutory public meeting on June 9, 2009 and notice was given in accordance with the Planning Act.

City Council on August 5 and 6, 2009 deferred consideration of Item EY28.49 to its next regular meeting on September 30, 2009.

Etobicoke York Community Council:

 

1.         Directed the Chief Planner and Executive Director, City Planning Division, to report directly to the City Council meeting on July 6, 2009, in order to establish the City’s position at the upcoming Ontario Municipal Board hearing.

Etobicoke York Community Council approved the Outdoor Café Encroachment Agreement application for 350-352 Oakwood Avenue, with the following conditions:

 

1.         The applicant enters into an Encroachment Agreement with the City of Toronto.

 

2.         The City Solicitor to be authorized to prepare an Encroachment Agreement and the applicant to pay all fees associated with the preparation and execution of this Agreement and applicant to pay an annual fee of $25.00 plus $5.50 per square metre, plus G.S.T. Fees are subject to change.

 

3.         The signed agreement to be returned to the City along with the required Certificate of Insurance, evidencing a third party injury and property damage insurance in the amount of $2,000,000.00 or such other coverage and greater amount as the City may require, and naming the City of Toronto as an additional insured party under the policy.

 

4.         The Boulevard Café to be licensed for seasonal use, between the period of May 1st to October 31st and the railing and patio furniture to be removed from the public road allowance at the end of the season.

 

5.         The applicant to operate the boulevard café in compliance with the requirements as stipulated under Toronto Municipal Code, Chapter 591, Noise.

 

6.         The applicant to obtain a construction/street permit prior to commencing any construction.

 

7.         The applicant to maintain the Boulevard Café in good repair and comply at all times with the regulations set out in the former City of York, Streets By-law 3343-79, as amended.

 

8.         The applicant to ensure that no refuse, litter, garbage or loose or objectionable material accumulates in or about the Boulevard.

 

9.         The applicant to relocate the bicycle post to maintain 2.1 metres clearance between café fencing and curb and the operator to be responsible for costs of re-location.

Etobicoke York Community Council:

 

1.         Approved enacting a “No Stopping, 12:00 a.m. to 6:00 a.m.” regulation on both sides of Aviemore Drive between Islington Avenue and Franel Crescent.

 

2.         Approved enacting a “No Stopping, 12:00 a.m. to 6:00 a.m.” regulation on both sides of Grampian Crescent between Aviemore Drive (south intersection) and Aviemore Drive (north intersection).

 

3.         Approved enacting a “No Stopping, 12:00 a.m. to 6:00 a.m.” regulation on both sides of Hathor Crescent between Rowntree Mill Road (west intersection) and Rowntree Mill Road (east intersection).

 

4.         Approved enacting a “No Stopping, 12:00 a.m. to 6:00 a.m.” regulation on the south side of Riverside Drive between Apted Avenue and a point 518 metres west of Apted Avenue.

 

5.         Approved enacting a “No Stopping, 12:00 a.m. to 6:00 a.m.” regulation on both sides of Rowntree Mill Road between Emily Avenue and a point 50 metres east of Apted Avenue.

 

6.         Approved enacting a “No Stopping, 12:00 a.m. to 6:00 a.m.” regulation on both sides of Whitfield Avenue between Apted Avenue and the west limit of Whitfield Avenue.

Etobicoke York Community Council:

 

1.         Referred the Member Motion to the Director, Urban Forestry and the Medical Officer of Health for further investigation of the issues raised by the homeowner at 81 Twenty Fourth Street and requested that a report be submitted to its September 15, 2009 meeting.

Etobicoke York Community Council:

 

1.         Referred the Member Motion to the Director, Transportation Services, Etobicoke York District and requested that a report be submitted to its September 15, 2009 meeting on implementing the necessary road narrowing to facilitate the development of the public square and accommodate the safe passage of all road users at Fifth Street and the Lakeshore Boulevard West.

Etobicoke York Community Council:

 

1.         Referred the Member Motion to the Manager, Municipal Licensing and Standards, Etobicoke York District, and requested that a report be submitted to its September 15, 2009 meeting on the number of Places of Worship on the section of Weston Road bounded by Lambton Avenue and Eglinton Avenue West, and on whether they are operating legally.

Etobicoke York Community Council:

 

1.            Approved the request for variance from the former City of North York Sign By-law No. 30788 to erect a third party illuminated double sided off premise ground sign at 84-86 Oakdale Road on the condition that the owners submit for approval of the banner sign on the west elevation or alternatively remove the sign prior to the issuance of the permit for the third party illuminated ground sign.

 

2.            Directed that the applicant be advised that upon approval of variances, of the requirement to obtain the necessary sign permit.

 

3.            Directed that the applicant be advised that Ministry of Transportation approval will be required.

Etobicoke York Community Council:

 

1.         Approved the variance to the City of North York Sign By-law No. 30788 to install a third party illuminated double face ground sign to be located at the southeast corner of Finch Avenue West and Emery Road, “Emery Village”, at 111 Arrow Road, subject to the applicant obtaining a letter of support from the Emery Village Business Improvement Area to be included in the application for the necessary sign permits from the Chief Building Official.

 Etobicoke York Community Council:

 

1.         Directed that the Director and Deputy Chief Building Official in consultation with the City Solicitor, General Manager Parks Forestry and Recreation, Director, Transportation Services, and Finance Division report to its September 15, 2009 meeting on:

 

a.         Assessment of the location at 1111 Arrow Road to determine the feasibility of relocating the proposed community public space, which includes the flagpole project, landscape features, and associated concessions and amenities previously approved by City Council, from the Emery Yard to 1111 Arrow Road.

 

b.         Assessment of the potential for the City of Toronto and the Emery Village Business Improvement Area to expand its community programming and promote its business improvement objectives on the 1111 Arrow Road site as well as the potential use of Section 37 funding for the flagpole project on the site. 

 

c.         Meet with the Owner of 1111 Arrow Road, in consultation with the Emery Village Business Improvement Area, and the Ward Councillor to negotiate a potential agreement.

Etobicoke York Community Council:

 

1.         Approved the variance from the former City of North York sign By-law No. 30788 to erect a new illuminated double-sided third-party advertising sign on the south side of the property at 57 Beverly Hills Drive.

 

2.         Directed that the applicant be advised, upon approval of variances, of the requirement to obtain the necessary sign permit.

 

3.         Directed that the applicant be advised that MTO (Ministry of Transportation) approval will be required.

 

4.         Directed that the applicant be advised that Toronto Regional Conservation Authority approval will be required.

City Council on August 5 and 6, 2009, adopted the following:

 

1.         City Council authorize the City Solicitor to advise the Alcohol and Gaming Commission of Ontario (AGCO) of Council’s conditional support for this application provided that the following conditions, in the form substantially set out below, are attached to the liquor licence:

 

Conditions to be attached to Liquor Licence for Frontline Suga, 1906 Wilson Avenue, Toronto:

 

a.         The Licensed Premises shall close no later than 3:30 a.m. each day and no patrons will be allowed to enter or remain on the Licensed Premises after 4:00 a.m.

 

b.         The Premises shall not be used for an “after hours club”.

 

c.         On Thursday, Friday and Saturday evenings after 8 p.m. while the Licensed Premises are open to patrons and for at least one hour after the Licensed Premises are closed to patrons, the Licensed Premises shall be staffed with at least one visibly identifiable security guard for every 100 patrons in the Licensed Premises.

 

d.         All security guards shall wear identification or clothing by which they can readily be identified as security guards.

 

e.         The Licensee, acting reasonably, shall not admit anyone who wears gang paraphernalia of any kind including gang colours, bandanas, insignia, emblems or clothing.

 

f.          All managers, employees and security staff working at the Licensed Premises must successfully complete an AGCO-approved server training course within ninety (90) days of the start of employment at the Licensed Premises.

 

g.         The Licensee, acting reasonably, shall not play, or permit to be played, music, whether live or recorded, that has lyrics that sanction, promote or glamourize guns, knives or violence against women and police officers.

 

h.         The Licensee shall not play, or permit to be played, music, whether live or recorded, on the outdoor patio after 11:00 p.m.

 

i.          The Licensee shall ensure that adequate soundproofing is installed so as to ensure that no resident is disturbed by noise emanating from the premises.

 

j.          The Licensee shall install and maintain a “walk-through” metal detector at the front entrance to the Licensed Premises and every patron shall walk through the said metal detector prior to entering the Licensed Premises. The metal detector shall be “state-of the- art” equipment and in good working order and similar to the metal detectors used at airports.

 

2.         City Council authorize the City Solicitor to make modifications to the above conditions if deemed necessary and satisfactory to the City Solicitor.

 

3.         City Council authorize the City Solicitor to advise the applicant that if they are not agreeable to having conditions in the form substantially set out above attached to the licence, that City Council direct the City Solicitor to advise the Registrar of the AGCO that the issuance of the licence is not in the public interest having regard to the needs and wishes of the residents, and that the Registrar should issue a Proposal to Review the application.

 

4.         City Council authorize the City Solicitor to attend all proceedings before the AGCO in this matter and be directed to take all necessary actions so as to give effect to this Motion.

City Council on August 5 and 6, 2009, adopted the following:

 

1.            City Council amend the former City of North York Zoning By-law 7625 substantially in accordance with the draft Zoning By-law Amendment provided as Attachment 3.

 

2.            City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendment as may be required.

 

3.            Before introducing the necessary Bill to City Council for enactment, confirmation is provided to the City Solicitor that a revised Noise Impact Study is submitted and identifies mitigation measures to the satisfaction of the Director of Community Planning, Etobicoke York

Etobicoke York Community Council:

 

1.         Referred the Member Motion to the General Manager, Parks, Forestry and Recreation, to explore in conjunction with other appropriate City Divisions, the possibility of a joint venture with the Toronto Catholic District School Board and other partners, to build and operate a Sports Field Complex at Father Henry Carr Catholic Secondary School in Ward 1, Etobicoke North.

Etobicoke York Community Council:

 

1.         Referred the Member Motion to the Director, Transportation Services, Etobicoke York District for a report to its September 15, 2009 meeting, on the feasibility for the construction of a lay-by facility on Caledonia Road for use particularly by Wheel-Trans services at 60 Caledonia Road.
