1. In order to ensure that any discussions with any party regarding an agreement governing the terms and conditions of employment for appropriate City staff reflect the City’s interest, without significant diminishment of Management’s rights, in providing effective municipal services, the City Manager prepare a report to the City’s Employee and Labour Relations Committee regarding the principles to be achieved by the City, through such an agreement.
