Appointment of Public Members to the Toronto Music Industry Advisory Council

This report deals with personal matters about identifiable individuals who are being considered for appointment to the Toronto Music Industry Advisory Council.
Summary
City Council needs to appoint four public members to serve on the Toronto Music Industry Advisory Council to fill current vacancies. The Interview Subcommittee for the Toronto Music Industry Advisory Council will interview candidates at its meeting on May 5, 2017, and recommend four public members to the Civic Appointments Committee to fill these positions.
Recommendations
The City Clerk recommends that:
1. The Civic Appointments Committee recommend four candidates to City Council for appointment to the Toronto Music Industry Advisory Council, at pleasure of Council, for a term of office ending on November 30, 2018.
2. City Council direct that the confidential information contained in Confidential Attachments 1 and 2 remain confidential in its entirety as it relates to personal matters about identifiable individuals being considered for appointment to the Toronto Music Industry Advisory Council.

There are no financial implications arising from this report.

At its meeting held March 31, April 1 and April 2, 2015, City Council appointed 30 public members to the Toronto Music Industry Advisory Council for a term of office ending November 30, 2018:

At its meeting held March 20, 2017, the Civic Appointments Committee decided to review the applications for appointment to the Toronto Music Industry Advisory Council and created an Interview Subcommittee for the Toronto Music Industry Advisory Council:

Comments
Composition of the Toronto Music Industry Advisory Council
The Toronto Music Industry Advisory Council (TMAC) has up to 36 members, composed of:
· six members of City Council, including the Chair of the Economic Development Committee and at least one other member of the Economic Development Committee
· the Executive Director, or designate of the Toronto Association of Business Associations
· a representative from Tourism Toronto
· an independent performing artist
· 27 music industry stakeholders
There are currently four positions under consideration
There are four public vacancies on TMAC due to the resignation of Errol Nazareth and Sari Delmar in June 2016, Alexander Mair in February 2017, and Che Kothari in March 2017.
Committee members must be eligible and meet certain qualifications
In addition to the general eligibility requirements set out in the Public Appointments Policy, music industry stakeholders appointed to TMAC should reflect the diversity of music genres and collectively should have a range of knowledge, skills and experience that may include the following areas:
· Venues
· Festivals
· Studios
· Recording and distribution labels
· Artist associations
· Business management, e.g. legal, financial
· Unions and Guilds
· Talent development firms
· Publishers
· Marketing and promotional firms
· Communications media, e.g. broadcasting, telecom, internet
· Software developers
· Educational and training institutions
· Suppliers
· Financiers/Funders
We have consulted with Economic Development and Culture staff
The Public Appointments Secretariat consulted with staff in Economic Development and Culture, including the Music Sector Development Officer, on the specific skills, background, and diversity of representation needed on TMAC in light of the current vacancies. They indicated that in addition to more diverse membership, appointees with experience in the following fields would help support TMAC's mandate:
· Development of music cities, and related public policy and strategy
· Broadcast media
· Publishing and licensing
· Fundraising and partnerships
· Hip hop, urban music and culture
Term of Office
Public members are appointed for a four-year term, coinciding with the term of City Council. Therefore, the public members appointed to fill the current vacancies would serve a term ending November 30, 2018.
The Interview Subcommittee will recommend candidates to the Civic Appointments Committee
The Interview Subcommittee for the Toronto Music Industry Advisory Council will interview candidates at its meeting on May 5th, 2017. The recommended candidates will be forwarded to the Civic Appointments Committee in a decision letter following the interviews.
Public release of names of recommended candidates
The names of the recommended candidates will be publicly reported once the Civic Appointments Committee forwards its recommendations to City Council.
