By-Law No. 800-2006 amends the Toronto Municipal Code and provides for the licensing and regulation of businesses that operate clothing drop boxes. A clothing drop box is defined as follows:
CLOTHING DROP BOX: Any receptacle used for the purpose of collecting clothing, donated by the public, on an ongoing basis and as part of the regular activity of the operator.
Charitable organizations are not required to obtain a licence.
All operators are required to provide a list of the number and locations of their clothing drop boxes in the City of Toronto. Furthermore each location at which the operator operates a clothing drop box must provide proof satisfactory to the Executive Director or her designate that the operator has permission from the property owner to operate the clothing drop box at that location.
In addition, signage must be affixed to all clothing drop boxes indicating the percentage of clothing that is donated to charitable organizations as defined in the by-law.
Municipal Code Provisions for this Licence:
Initial licence application fee is $517.61
Renewal of licence is $243.35
Each additional box location is $60.00
Renewal of each additional box location is $60.00
Application Requirements:
Attend in person at Licensing Services (East York Civic Centre, 850 Coxwell Avenue) between the hours of 8:30 - 4:00 p.m. Monday to Friday with the following applicable documentation:
2 Pieces of Government Identification, one of which denotes proof of work status
Articles of incorporation
Business name registration
Annual Return for Limited Liability Companies (obtained at time of application)
Signed police waiver to be followed by a police clearance (obtained at time of application)
List of all locations of the clothing drop boxes to be operated by the applicant
Letter of consent from each property owner
Each location will require a separate application
