Customer Service Standards

All City of Toronto divisions have service standards that detail the necessary time to deliver services to Toronto's residents and businesses. These customer service standards are made available to better inform citizens about when they can expect requested services to be delivered.

This page details the Division's top five customer service standards. Access to the full list of divisional customer service standards is also available.


Top Five

Service Area: * Property Standards
Type: * Adequate Heat
Service Standard: * Response time is within 24 hours.
This standard refers to by-law enforcement services arising from complaints related to the responsibility of property owners/landlords to provide adequate heating within residential rental accommodation between September 15 and June 15 of the following year. The minimum temperature requirement is 21 degrees celsius.

Service Area: * Animal Services
Type: * Sick or Injured Animal
Service Standard: * Emergency response time is within 1 hour. Priority response time is within 5 hours.
This standard refers to mobile response services arising from complaints related to sick or injured animals, dead animals, stray animals or from a public safety concern involving an animal (both domestic or wild).

Service Area: * Waste & Parks Enforcement
Type: * Illegal Dumping
Service Standard: * Emergency response time is within 1 hour. Priority response time is within 5 hours.
This standard refers to by-law enforcement services arising from complaints related to the accumulation or dumping of waste/refuge/garbage on City property.

Service Area: * Property Standards
Type: * Hate Related Graffiti
Service Standard: * Urgent response time is within 72 hours.
This standard refers to mobile response services arising from complaints related to the presence of graffiti on property and the requirement of property owners to have it removed.

Service Area: * Property Standards
Type: * Fence - Pool Enclosure (if a hazard exists)
Service Standard: * Response time is immediate.
This standard refers to by-law enforcement services arising from complaints related to the requirement to erect and maintain a secure fence around swimming pools.
