* * On December 1, 2008, the City of Toronto launched its MRAB audit and enforcement program which, as part of its initial one-year phase, was to provide inspection and enforcement action on 176 of the City's rental buildings. Details of the program in 2010 are available in the staff report received by Executive Committee on February 1, 2010.

Program activity

Starting in January of 2010, Municipal Licensing and Standards began to report building audit program activity on the basis of buildings, as opposed to properties. This will affect the number of audits reported for 2009, when 187 buildings were audited on 165 properties. The change in reporting will not affect the number of Orders and Notices issued, nor the number of deficiencies cited.

Appeals by landlords: Back to top

Landlords may appeal Orders issued under Section 15.2 of the Building Code Act --for violations of the City's property standards bylaw (Toronto Municipal Code Chapter 629). The Property Standards Committee meets in panels on a set schedule across each of the four City Districts.

Audit & inspection process: Back to top

Audit staff will be inspecting the common areas, mechanical systems and grounds of the buildings they visit. More specifically, audit staff will inspect:
  • structural components;
  • mechanical systems (such as heating and ventilation);
  • electrical systems;
  • lighting/illumination;
  • elevators;
  • emergency power systems;
  • roofs;
  • service and utility rooms;
  • parking facilities and garages;
  • security systems (such as self-closing external doors, inter-com systems);
  • garbage management (such as chutes, storage and screening); and
  • building amenities (such as swimming pools and recreational areas).

In addition, residents of buildings that are audited may also have their apartment units inspected, if they wish. Residents will receive a letter advising of the date and time that audit staff will be present to conduct these inspections.

Finally, a mobile administration centre will be available at appointed times in each of the sites being audited. Residents may make any complaints respecting their units that have not been addressed by the landlord.

Residents of neighbouring rental apartment buildings will also be notified of the date and time that the mobile administration office will be available to address their maintenance-related concerns.
