Nathan Phillips Square Design Competition General Site
   
   
  Guiding Principles
   
The guiding principles, along with the design opportunity and program requirements described in the Competition Brief, will be used by the Competition Jury in evaluating design proposals and recommending a winning submission. The guiding principles, which are fundamental to the revitalization of Nathan Phillips Square and were embraced by City Council in approving the framework for the design competition, are as follows:
  • Reinforce the atmosphere of 'government, democracy and community' intended in the original design competition;
  • Respect and restore the beauty and dignity of the original design;
  • Preserve and enhance the unique heritage qualities of the Square;
  • Enhance the legibility of function as a generator of the original design approach;
  • Retain the open and accessible qualities of the space that make it well-used and valued;
  • Improve the pedestrian accessibility of all areas of the Square and its connections to the surrounding area;
  • Enliven and integrate the City Hall Podium Roof, the elevated walkways and the PATH system;
  • Improve the capability of accommodating outdoor performance events in keeping with the overall design;
  • Renew the built elements and landscaping with an integrated approach, high quality materials and refined craftsmanship;
  • Re-establish the Square as a pedestrian-only and vehicle-free public space;
  • Revitalize the entire area of the site, both within and outside the elevated walkways; and
  • Demonstrate exemplary sustainable design practice on this prominent civic project.
