Nathan Phillips Square Design Competition General Site
   
   
  Heritage Framework
   
Toronto City Hall was designated as a heritage property in 1991 for architectural and historical reasons under the provisions of the Ontario Heritage Act (By-law No. 147-91). The heritage attributes described in the designation by-law, which are exterior to the City Hall building and within the open space defined as part of this design competition for Nathan Phillips Square, are as follows:
  • Podium Roof and ceremonial ramp leading to it from Nathan Phillips Square;
  • Colonnaded, elevated walkway defining the boundaries of the Square proper;
  • Reflecting pool with three concrete arches and fountains;
  • Two flat-roofed service buildings west of the reflecting pool;
  • "The Archer" by sculptor Henry Moore;
  • The Peace Garden; and
  • Low level planting along the Queen Street frontage of the property.
By its nature, a designation summarizes. It does not attempt to provide in-depth analysis of any characteristics of the individual heritage attributes. The revitalization of Nathan Phillips Square may have some impact on some of the attributes. Stage II competitors will be required to provide a rationale that any proposed interventions would not compromise the heritage value of the affected heritage attribute in its contribution to the original design of the Square.
